- The Bureau of the Census (BOC) has a requirement for an Alternate Dispute Resolution (ADR) program in accordance with the Administrative Disputes Resolution Act of 1996. This program will cover the BOC headquarters in Suitland, MD and twelve(12)regional offices. Typically the BOC receives approximately 120 EEO cases per year during non-decennial years. Approximately 1/2 of these complaints are headquarters related and 1/2 are regional office employees. The BOC has regional offices in Seattle,WA; Los Angeles,CA; Denver,CO; Kansas City,KS; Chicago,IL; Detroit,MI; Dalls,TX; Atlanta,GA; Charlotte,NC; Philadelphia,PA; New York,NY, and Boston,MA. We anticipate that approximately 10,000 employees will be covered for FY 2002: headquarters -- 4400, regional offices -- 600 (approximately 50 employees per region); field representatives who work from home, but report to regional offices -- approximately 5000. Last year the BOC had three grievances for headquarters and six administrative grievances for the field regional offices. At this time we do not have statistics for EEO complaints last year. They will be provided as soon as they are available. We anticipate our training needs as follows: one roll out ADR overview at headquarters, one ADR overview at each regional office location and one Skills training class to managers at headquarters and one Skills training class to our field managers at a central location on the east coast. We would like to get cost estimates based on the following information: (1) costs for mediation services for the three populations described above; (2) costs for mediation services plus the training in these three populations. Companies having the ability to provide the above described services should provide their capabilities, staff resumes, at least three past performance (within 3 years), references and cost information to the POC at the above address no later than 4:00PM, July 31, 2001, EST or via email to linda.a.catterton@census.gov. Award will be made based on the company offering the best value to the Government, price and other factors considered. The factors considered will be past performance, experience and capability of personnel, price and other business factors.
