Description
A Request for Proposal (RFP) for Cluster 1 of the Joint Tactical Radio System (JTRS), managed by PM Tactical Radio Communications System (TRCS), will be released 31 August 2001. The RFP will include information necessary to formulate a business strategy pertaining to the JTRS Cluster 1 development contract with low rate initial production options. One contract will be awarded for a Prime System Contractor (PSC) who will be responsible for developing and/or acquiring numerous, Software Communications Architecture (SCA) compliant waveforms, defining common form-fit-and-function configurations for vehicular and aviation versions of the JTRS hardware, and successfully porting the waveforms to JTRS hardware produced by more than one different hardware developer of its choosing and JTRS Joint Program Office (JPO) SCA compliant hardware suite. The PSC will be excluded as a near-term source for production of Cluster 1 JTR hardware. A draft RFP is posted on the IBOP (https://abop.monmouth.army.mil) under DAAB07-01-R-C601. An updated draft RFP will be posted July 17, 2001 to the IBOP. During the week of July 23, 2001, a document containing target cost information against schedule requirements will be provided for Industry consideration. You are encouraged to review all documentation noting any inconsistencies and cost, schedule and technical risks. Specific Government questions pertaining to the draft documentation are as follows: 1. Is the PRD language constraining design?; 2. In the draft section M, what changes should be made and why?; 3. Based on the cost target and schedule, which of the Government PRD requirements cannot be met either because of the Government target cost or the time frame within which the technology would have to be made available. Industry feedback and comments to the draft documentation are required no later than August 1, 2001 for Government evaluation. Industry comments will be incorporated to the extent possible in the final RFP documentation. The estimated solicitation release date is August 31, 2001. A JTRS RFP Industry Informational Briefing Forum, hosted by PM Tactical Radio Communications System (TRCS), will be held at Fort Monmouth, NJ, on Wednesday August 1, 2001, 8:30 AM -- 4:00 PM, at the Myer Center Auditorium. The meeting will begin at 9:00 a.m. with registration from 8:30 a.m. to 9:00 a.m. The purpose of this forum is to present an informational briefing on the final JTRS Cluster 1 RFP. It is anticipated that pertinent industry feedback will be incorporated in the JTRS Final RFP, scheduled for release by August 31, 2001. This event is sponsored by Office of the Project Manager, Tactical Radio Communications System (OPM TRCS), and is open to appropriate Government and industry personnel. The forum will consist of morning and afternoon sessions. The session will consist of a Government briefing and question and answer period. Please consult the JTRS web site for an agenda and for pre-registration. Pre-registration for Industry Day is required. To promote an open exchange of ideas and concerns, anonymity of question submitters will be maintained, if requested. Due to the short time between the release of the RFP and the forum presentation, questions will be accepted the day of the forum. The next One-on-One discussion with industry will be scheduled for the week of August 6-10,2001. Each session will be limited to two hours for individual companies wishing to register for a one-on-one session. For one-on-one sessions with potential team Industry members the session is limited to four hours.
