Description

The United States Environmental Protection Agency intends to award a sole source fixed price purchase order to the New York State Department of Environmental Conservation Adirondack Lake Survey Corporation for laboratory analysis of cloud water samples collected from White Face Mountain. The project will entail a comparative analysis of historical monitoring data collected by the EPA and data collected by NYSDEC. Historically, the Environmental Protection Agency (EPA) and New York State Department of Environmental Conservation (NYSDEC) have worked together to greatly reduce the impacts of acid deposition to sensitive ecological areas in the Northeast, including evaluating the progress and effectiveness of these activities under Title IV of the Clean Air Act. Both EPA and NYSDEC are committed to this effort and have undertaken a project to monitor cloud water chemistry in a high elevation area in northern New York. Because NYSDEC has demonstrated skill, expertise, and success in its long-term monitoring efforts, it was determined that NYSDEC was the most appropriate organization to which to award this work. This notice of intent is not a request for quotation (RFQ) for competitive quotes. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. See Note 22.
