- Description
- The USACE Marine Design Center intends to initiate a negotiated, best-value procurement to acquire two new propulsion thrusters to support mission of Dredge HURLEY of the Memphis District. The Government will install the replacement propulsion thrusters at a later date. The new propulsion thrusters will replace and improve the performance characteristics, reliability, and maintainability of the existing Dredge HURLEY propulsion thrusters. The existing propulsion thrusters cannot be repaired without drydocking the vessel and have only single-speed drive (on/off); furthermore, underwater components such as seals are prone to failure due to high sand and mud content of the water where the vessel dredges. The propulsion thrusters operate continuously, 24 hours a day for approximnately 160 days, in muddy and sandy water. Their drives and control cabinet equipment must be suitable for operation at ambient temperatures as high as 50 Degrees C (122 Degrees F). The acquisition will be a negotiated, best value procurement performed using the procurement process prescribed in FAR Part 12 Acquisition of Commercial Items. Proposals will be reviewed for completeness in satisfying the requirements of the RFP. The proposals will be evaluated on their merit against the following evaluation facors: (a)TECHNICAL FACTORS; product, management, and past performance and experience; (b)PRICE FACTORS; price reasonableness and price realism. The technical factors as a whole are more important than price. However, cost remains a significant factor in determining the best value. The Request for Proposal (RFP) will be available on or about 30 July 2001. Contractors must register on the Internet and download the solicitation package and all amendments from the following address http://www.nap.usace.army.mil on or after the issue date of the solicitation. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Proposals will be due on or about 30 August 2001 at the close of business, (4:00 p.m. eastern time). Bidders are responsible for printing paper copies of the solicitation. This procurement is Unrestricted. The NAICS Code is 335312 with a size standard of 1,000 employees. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. No bonding is required and Liquidated damages are not included in this contract. Award will be made as a whole to one bidder. No other notification to firms for this project will be made. All contractors must be registered in the DoD's Central Contractor Registration before award as required by DFARS 204.7300. Instructions will be included in the solicitation.
