Description
This requirement will be issued as a commercial acquisition, best value procrement for design/build of a Vertical Reciprocating Conveyor (VRC). Requirements include design, fabricate, install, and test an 8,000 pound capacity VRC to be installed at Dry-Dock 2 at Puget Sound Naval Shipyard, Bremerton, Washington. The purpose of the VRC is to safely and reliably transport various materials to and from the bottom of the dry-dock, consistent with the Shipyard industrial maritime mission. To the maximum practicable degree, components and subassemblies shall be fabricated and/or assembled at the Contractor facility prior to installation of the major components and assemblies at Dry-Dock 2. The intent is to minimize the Contractor's overall on-site time and space requirements in order to minimize disruption to ongoing Shipyard dry-dock activities. The VRC shall have an 8,000 pound full load rated capacity at 60 feet per minute (fpm). The VRC speed shall be adjustable from 40 to 60 fpm. The VRC shal consist of a horizontal conveyor and a vertical lift. The VRC shall be designed to be removalbe from the dry-dock and stowed braced against a building. The VRC shall be placed in the dry-dock and be fully operation upon completion of the project. The VRC shall be designed and built in compliance with all state and federal regulations regarding this equipment. All certification and testing as specified herein shall be completed under the direction of the Shipyard Vertical Transportation Equipment (VTE) inspector in the presence of the Navy's VTE acceptance official. This requirement will be procured under commercial, simplified acquisition procedures utilizing best value evaluation of offers. This procurement is a full and open competitive, unrestricted requirement. It is anticipated that the solicitation will be available for download after 25 Jul 01. After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation, (3) manufacturer information of proposed items and (4) ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.2000.com/). =20 This is a web-based solicitation. No hard-copy solicitation/amendment documents will be distributed by the Government. The Government will not mail or fax the solicitation or any amendments thereto. Subsequent amendments to the solicitation, if any, will be promulgated ONLY via the NECO website. Prospective quoters are responsible for checking the referenced web page early and periodically for any solicitation amendments.
