Description
Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 45 calendar days from the date of this synopsis. The U.S. Geological Survey is conducting on-going research on both past and future vegetation and climate changes in the western United States. The USGS requires data on the potential scope of the environmental effects of climate changes in terms that are accessible to land managers, policy makers, and others who manage resources or estimate future hazards. The vendor shall provide unique numerical analysis capabilities, software, visualization tools, and experience for the analysis and illustration of the statistical relationships between vegetation and climate. Vendor shall: 1) Conduct numerical analyses of the relations between plant distributions and climatic parameters for 82 plant species in the state of Alaska; 2) Provide graphical displays of these relations; 3) Use the relations between plant distributions and climatic parameters (from previous years' work and from present findings) to estimate the potential future occurences of native North American tree species at nine (9) United States National Parks; 4) Use the relations between plant distributions and climatic parameters (from previous years' work and from present findings) to estimate the past climatic conditions for four packrat midden localities for ten (10) selected time periods over the past 20,000 radiocarbon years; 5) Provide mapped displays and diagrams of the results of findings; 6) Conduct numerical analysis to establish the relations between climatic parameters and the distributions of ecoregions as defined by three different classifications (Kuchler, Bailey, and World Wildlife Foundation); and 7) Provide graphical displays of the results of findings. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 5.302-1, the Government considers the services specified as a sole source from University of Colorado, Institute of Arctic and Alpine Research, Boulder, Colorado, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See Note 22.
