- THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION, CENTER FOR MENTAL HEALTH SERVICE OF PROGRAM DEVELOPMENT, SPECIAL POPULATIONS AND PROGRAMS, SPECIAL PROGRAMS DEVELOPMENT BRANCH THROUGH THE PROGRAM SUPPORT CENTER, GENERAL ACQUISITION BRANCH, PLANS TO AWARD A 9 MONTH SIMPLIFIED ACQUISITION. THE ANTICIPATED AWARD DATE IS AUGUST 1, 2001 PURPOSE: The General Objective of this procurement is to provide CMHS with current information on rural mental health service deliver models. This information with be used by CMHS to assist with program planning for rural mental health service initiatives, and serve as a technical assistance document for those concerned with the provision of mental health services to rural populations. The Specific Objective of this procurement is to develop and deliver a White Paper to CMHS which identifies, describes, and categorized rural mental health delivery models including: (1) strategies for enhancing the supply of mental health providers in rural populations, and (3)implementing effective behavioral health care systems in rural settings. A review of the relevant literature on rural mental health service delivery will be included. STATEMENT OF WORK The Contractor shall exert his best efforts to furnish the necessary personnel to perform the work set forth below. All reports and other materials produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA) or CMHS may utilize, print or disseminate such material without further charge. The Contractor shall receive appropriate attribution as author of these report and/or other materials. The contractor shall e-mail them to the Government Project Officer (GPO). Final written deliverables will be provided on a 3.5 diskette in Word Perfect 6.1,8 or 9 for Windows, as well as in two hard copies, via messenger of Federal Express at contractors cost. Task 1 The contractor shall telephone the GPO and schedule an appointment of teleconference to discuss project requirements and specifics. Within two weeks after this meeting/teleconference, the specific tasks. The contractor shall provide a progress report to the Project Officer 1 time per month during the completion of the tasks submitted by email on the second Monday of each month and will include accomplishment to date. Task 2 The contractor shall conduct a through review of the literature on rural mental health service delivery, and obtain information on existing models for the provision of rural mental health services. The report will address the three main issues of: (1) strategies for enhancing the supply of mental health providers in rural populations, and (3) implementing effective behavioral health care systems in rural settings. The search will include, but not necessarily be limited to, computer searches of the PsychInfo and Medline date bases. The contractor shall also consult experts identified by the GPO and others who can assist with outlining and understanding the issues related to the provision of rural mental health. based on the results of theses searches and conversations, the contractors shall construct a preliminary outline of the paper and submit it to the GPO for review and comment. Task 3 The contractor shall prepare a White Paper analyzes the current status of the literature regarding rural mental health service delivery, and describes model programs for the provision of effective rural mental health services. Additional, the White Paper will make specific policy recommendations to the GPO regarding steps the Federal government can take to increase access to effective mental health services for rural populations. The contractor will submit a draft of this paper to the GPO for review and comments. Task 4 The Contractor shall revise the draft of the White Paper based on the feedback of the GPO and shall provide a final draft of the paper to the GPO. Schedule of Deliverables Task 1 Ten working days after contract award date. Task 2 Three months after contract award date. Task 3 Six months after contract award date. Task 4 Nine months after contract award date.
