Description
1. The proposed contract is for non-personal service as a German Language Instructor/Course Developer. 2. The Contractor will conduct Contemporary German language instruction in all skill levels according to the U.S. Government Interagency Language Roundtable (ILR) skill level descriptions. The focus is on communicative competence using functional task-based language. The instruction will include oral communication pronunciation, structure, listening and reading comprehension and writing. Also, the Contractor is responsible for developing quizzes, and achievement tests, as necessary, and teaching materials to meet the special needs of the students. The Contractor shall develop instructional materials prior to the conduct of individual classes. 3. Minimum Qualifications: It is mandatory that the Contractor possess the following minimum qualifications. Have fluency in the German language with the ability to read, write, and speak at a level consistent with a person indigenous Germany. Language should be at the 5-level as determined by US Government Interagency Language Roundtable (ILR) skill level description. The government, at its own expense, reserves the right to test as well as to choose the method of testing. Have a working knowledge of English sufficient to fulfil the requirements of this contract. Language should be at the 2-level as determined by US Government Interagency Language Roundtable (ILR) skill level description. Be a graduate of an institute of higher learning (Western college/university Bachelor's degree or its equivalent). Military or Civilian school is acceptable. Have cumulative personal life or work experiences beyond the age of 12 for at least 5 years in a country where the target language is the official language. Experience must be as a resident living and working within the system. Must have taught the target language as a foreign language to adults in a post-secondary educational institution, e.g. University, college, or vocational technical institute. This experience must include a minimum of 1000 student contact hours accumulated. High school and the German Volkshochschule or their equivalents are not acceptable. The government's intent is to acquire instructors experienced in adult education in an intensive academic environment. The 1000 hours need not have been consecutive but must have been within the last five years. Experience may be either civilian or military related. Have experience with automated word processing sufficient to fulfil the requirements of this contract. Documentation supporting the above minimum qualifications is required. This can be in the form of academic records/diplomas, military records, residency documents, etc. 4. Additional Considered Qualifications: Offerors with university degrees (or its Western college/university equivalent) in Linguistics, German Language or German Literature will be rated higher than those with other degrees. Offerors with two years experience in developing instructional materials for teaching the German language at the university level; and/or experience in consecutive interpreting/translation or instructing consecutive interpreting/translation will be rated higher than those lacking the additional experience. 5. The proposed contract will support the George C. Marshall European Center for Security Studies, Garmisch-Partenkirchen, Germany. 6. The period of performance follows and is Subject to Availability of Funds in accordance with FAR 52.232-19: Basic Contract with two, one-year option periods: Basic Contract 15 Oct 01 through 30 Sep 02; Option Year One: 01 Oct 02 through 30 Sep 03; Option Year Two: 01 Oct 03 through 30 Sep 04. 7.
