- Description
- Furnish all supervision, labor, materials, and equipment necessary to renovate/build a federal complex, South Park Row & State Street, Erie, Pennsylvania. The scope of this 135,000 square foot project includes incorporating three existing historic buildings and the construction of two new additions into one complex. The project entails (but is not limited to) the following: restoration and renovation of the existing 1939 Federal Building, including building systems; the construction of a new glass Connector between the existing Federal Building and the existing Library; the restoration and renovation of the 1896 former Erie City and County Library, including new building systems; the construction of a new Annex to the south of the Federal Building, including underground parking; the partial demolition of the 1946 Baker Building and the restoration and renovation of the portion to remain, including new building systems; and site improvements. The successful offeror will be required to utilize Primavera Expedition Express, which is a web-based system for transferring project information. This is a metric project as drawings and specifications are prepared utilizing metric units. The approximate duration of the contract is thirty (30) months and extensive phasing is required as portions of the exiting Federal Building will remain occupied. The estimated cost range of this project is "over" fifteen million dollars ($15,000,000.00), will be a firm fixed price type contract, and the procurement method will be a competitive negotiated Request for Proposal (RFP). Offers will be evaluated using source selection/greatest value method outlined in Volume I (entitled Technical Proposal) of the solicitation package based on the following evaluation factors: 1) Past Performance, 2) Key Personnel Qualifications and Organizational Chart, 3) Subcontractors, 4) Small Disadvantaged Business Participation, as well as Price related factors. It should be noted that the evaluation factors are listed in decreasing order of importance with Past Performance and Key Personnel being significantly more important. A pre-proposal conference providing instructions for the submission of technical proposals will be conducted at the Federal Building in Erie, PA on or about 8/22/01. The exact date and time of this conference will be contained in the solicitation package. Please call Ms. Kimberly De Sant at (215) 656-6115 to confirm your attendance. This solicitation, including any documents related to this procurement (except as noted below) will be available on the Internet only, on or about 8/6/01. Volume I includes a set of half-size drawings that will not be available electronically. Volume II of this solicitation (to be issued in September or October) will also include several forms and drawings needed to submit a price proposal, which are not available electronically. Interested parties may request copies of these documents by FAXing their request to (215) 656-5955, Attn: Kim De Sant. It is the offeror's responsibility to monitor this site for the release of the solicitation and any amendments. Offerors are also responsible for downloading their own copy of the solicitation and amendments. These documents will be in .pdf format and may be accessed on a World Wide Web (WWW) server at http://www.eps.gov . This site provides instructions for downloading the solicitation file. Potential offerors downloading this solicitation shall notify the Contracting Officer by facsimile in order to be placed on the bidder's list. This procurement is UNRESTRICTED. As a result, a Price Evaluation Preference factor of 10% will be applied to the evaluation of all contractors' price proposals, except for HUBZone Small Business concerns. The NAICS CODE is 233320.
