- NASA/GSFC plans to issue a Request for Quotation (RFQ) for the purchase of an active vibration control system, including installation and adjustments. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from TMC, Peabody, MA, under the authority of 6.302-1, Only One Responsible Source. NASA/GSFC requires an active isolation system with an active bandwidth that extends down to 0.3hz and which can support the mass of the vacuum chamber owned by GSFC. Isolation at these low frequencies is required for the propulsion micro-newton thrust stand test bed. To obain accurate measurements of thrust in the 1 micro-newton range and lower, the thrust stand apparatus must be isolated from ground vibration noise. The types of thrusters that will be tested and the design of the thrust stand necessitate noise isolation in the 0.3 to 1.9hz range. After an extensive search of vibration isolation venders, TMC was found to be the only U.S. vendor with an off-the-shelf active isolation system with a 0.3 to 250hz band width. A comparable system from another vendor would require an extensive development effort and could not be guarantee to perform as well prior to development. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to provide the item required in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, 08/10/2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
