Description

The U.S. EPA, National Risk Management Research Lab., Air Pollution Prevention and Control Div. (APPCD), intends to negotiate on a sole source basis with Fluid Management Systems(FMS) under the authority of FAR 6.302-1. This requirement is for a replacement dioxin prep/sample cleanup system. The Air Pollution Technology Branch performs GC/MS trace polychlorinated dioxin and furn (PCDD/PCDF) analyses on a variety of combustion and reactor samples. These samples must be prepared for analysis by treating the sample with a series of clean-up steps that remove analytical interferences without compromising the integrity of the sample. This is accomplished by using a series of chromatographic columns eluted with various organic solvents. FMS is the only known source of an automated sample pre/cleanup system specifically designed for dioxin samples. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit requisite technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 12, Commercial Items.
