COMMERCE BUSINESS DAILY SYNOPSIS ELECTRONIC POSTING DATE: July 20, 2001 United States Postal Service Request for Qualification #089480-01-A-0271 Energy Service Provider (ESP) for Electricity Generation The United States Postal Service (USPS) is interested in contracting with a licensed Energy Service Provider (ESP) to establish a cost-effective supply of electricity generation and related electricity supply management services for its facilities in the State of Maine. The scope of this contract includes providing electricity generation to an estimated 402 Postal Service facilities serviced by the following Local Distribution Companies (LDC). 1. Central Maine Power-310 facilities,15,187,071 kWh annual consumption, 2. Maine Public Service Co. 36 facilities consumption to be determined. 3. Bangor Hydro Electric Company-56 facilities 15,121,249 kWh annual consumption. Total facilities-402, total annual consumption 30,308,320 kWh. The objective of this effort is to aggregate the electricity requirements for these facilities and to leverage these requirements to obtain the most competitive price for an all requirements, firm supply of electricity generation to the designated Local Distribution Company (LDC). The Postal Service is interested in purchasing its current and future electricity requirements from a single qualified ESP for all LDC(s) should economies justify such a purchasing arrangement but will consider offers to individual LDC(s) provided the offer includes service to all rate classes. To the extent possible, Natural Gas will be purchased from the selected ESP(s) for each LDC providing it provides cost savings to the Postal Service. Energy Service Providers are invited to submit their qualifications to provide electricity generation to one (1) and/or multiple LDC(s). This Request for Qualifications is issued as the first step towards establishing this contract. Energy Service Providers pre-qualified as a result of this process will be eligible to submit a price proposal in response to USPS Solicitation #089480-01-A-306 to be issued on or about September 10, 2001. The Scope of this contract includes the direct supply of approximately 30,308, 320-kilowatt hours of electricity to the Local Distribution Company (LDC) via firm transportation as specified in this Request for Proposal. The term of this contract will be the period of two (2) years commencing on November 1, 2001 with three (1) one-year options. Interested Energy Service Providers may obtain a copy of this Request for Qualifications, which further defines the scope of the contract, minimum qualification requirements, submittal requirements, evaluation factors, with preliminary consumption data.
