Description

SOLICITATION NOTICE-NONCOMMERCIAL SERVICES: Military Family Housing Maintenance and Furnishings Management. "NOTE: The Classification Code indicated above was incorrectly identified by the Presolicitation Notice dated 12 July 2001 and is therefore changed to: R -- Professional, administrative, and management support services." The Contractor shall provide all management, labor, equipment, materials, tools, and other items necessary to maintain 986 military family housing units and 100 Temporary Lodging Facilities (TLFs), provide furnishings mangament services, and provide services for U-Fix-It and Self-Help Stores, in a manner that will ensure the units are properly maintained in accordance with commercial and industry standards, and all applicable federal, state, and local laws, regulations, and procedures. Military family housing maintenance applies to all housing units (including all interior and exterior components and accessories), fences, garages, mechanical rooms, grounds, sheds, and playgrounds. Appliances, furnishings, carpet, and painting services shall be provided for 11 dormitories (10 on Elmendorf (786 rooms), 1 on Ft Richardson (10 rooms)). Appliances and furnishings services shall be provided to authorized off-base housing. Magnitude is between $1,000,000.00 -- $5,000,000.00. Performance period is 1 October 2001 (or from date of award) to 30 September 2002 for the Base Year and 365 claendar days for the First, Second, Third, and Fourth Option Years if exercised. Solicitation will be available on or about 2 August 2001 with a closing date of 4 September 2001. The package with specifications and drawings, will be available ONLY through the Electronic Posting System (EPS) at: www.fedbizops.gov. All responsible sources may submit a proposal, which will be considered by the agency. It has been determined that competition will be limited to 8(a) firms serviced by the SBA Alaska District Office or 8(a) firms with a bonafide branch office in the Alaska District office area which have NAICS Code 56121 in their business developement plan. All other firms are deemed ineligible to submit offers. Competition will not be restricted by stage of 8(a) program participation. Joint Venture Agreements -- Joint Venmtures are allowable on 8(a) set-aside, however, the joint venture agreement must be received by the SBA prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any correction(s) and or change(s) neeed can be made only when your BOS has adaquate time for a thorough review before the proposal due date. No correct(s) and or change(s) are allowed after time of submission of proposal.
