Description

Pre-Solicitation Notice -- IFB N68711-01-B-4414, Truck Holding Yard at the Naval Weapons Station, Seal Beach, CA. The work includes constructing a facility to provide temporary parking for ammunition loaded tractor-trailers until they can be off-loaded onto the appropriate Naval vessels. There are to be spaces for 14 trailers. The area will be enclosed with a chain link fence topped with tree strands of barbed wire. Lighting will be provided for nighttime security and with temporary instant on incandescent lights until the high-pressure sodium vapor lights ramp up. In additional, the area will be protected with lightning protection and two fire hydrants. Electrical and water service will be connected from Building 141 approximately 0.2 of a mile to the south. The parking area will be paved with 3" asphalt over a 12" aggregate base and compacted subbase. The area for the trailer support legs will be 8" thick reinforced concrete. Two 17-foot wide swing gates for ingress and egress with manual unlocking and locking devices. Two 12" diameter concrete culverts are included to keep the are free from ponding. A Quality Control Program will be required as set forth in the contract specifications. Estimated Cost Range between $250,000 and $500,000. This is a Firm Fixed Price contract. This procurement is being issued as a 100% Small Business Set-Aside. NAICS Code 23411/SIC Code 1611. The Government intends to issue this solicitation through the use of the Internet. Plans and Specifications will NOT be directly provided in a paper hard copy format. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. It is therefore the Contractor's responsibility to check the below listed address daily for any posted changes to this solicitation's plans and specifications.
