Description
NASA/MSFC plans to issue an Invitation for Bids (IFB) for the construction project entitled "Construct Multi-Purpose Assembly and Outdoor Activities Support Facility, Building 4316". The work to be performed under this contract consists of providing the labor, equipment, and materials to construct Building 4316, Multi-Purpose Assembly and Outdoor Activities Support Facility. Work under this contract includes installation of a reinforced concrete floor slab and foundations along with the installation of a pre-fabricated metal building and associated power, lighting, fire alarm system, and insulation. Also included is the fabrication and installation of ductwork along with the installation of government furnished HVAC units for the pre-fabricated metal building. Work also includes the construction of a masonry building that interfaces with the pre-fabricated metal building. The masonry building includes slab, foundations, power, lighting, restrooms, plumbing, HVAC, equipment room and kitchen area. All request must be in writing and contain the complete company name, address, and phone/fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractors will be a consideration at award time and the prime contractor must have an EXPERIENCE MODIFICATION RATING (EMR) OF 1.0 OR LESS AND PROOF INCLUDED WITHIN THE BID PACKAGE. THE PRIME SUBCONTRACTOR'S EMR RATING SHALL BE NO MORE THAN 1.1. REQUEST FOR IFB PACKAGES WILL NOT BE ACCEPTED LESS THAN THE (10)DAYS PRIOR TO BID OPENING. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The order of magnitude for the procurement is between $500,000 and $1,000,000 and the effort shall be completed within 240 calendar days after notice to proceed. This procurement is a total small business set-aside. [See Note 1]. NAICS Code and small business size standard for this procurement are 233320 and 27.5M, respectively. The anticipated release date of the IFB is on or about August 6, 2001 with an anticipated offer closing date of on or about September 6, 2001. The firm date for receipt of bids will be stated in the IFB. Drawings will be available from the personnel listed below and also posted on the website along with the bidder's list. All responsible qualified sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
