- The following changes are hereby issued to the synopsis that was posted, in FedBizOpps and the CBDNet, on 28 June 2001 for the Design/Build of an Elevator Upgrade at the P.V. McNamara Federal Building in Detroit, Michigan: 1.) The section entitled, 'Source Selection Evaluation Factors' shall be corrected to read as follows: Source Selection Evaluation Factors. Final selection of the successful offeror will be made through the utilization of source selection procedures. The following factors comprise the Technical portion of the Proposal Evaluation: 1.) Past Performance -- This factor considers the number and complexity of comparable design/build elevator projects associated with the contractor. It also addresses previous client assessments of Offeror's performance and team experience working together. 2.) Past Experience -- This factor considers experience of the proposed design firm, elevator installer, elevator service, and elevator manufacturer. 3.) Key Personnel Qualifications -- This factor considers design and construction experience and associated quality of design and construction work of individuals proposed for this project. 2.) Due to technical difficulties, the Solicitation for the Notice that was posted, in FedBizOpps and the CBDNet, on 28 June 2001 for the Design/Build of an Elevator Upgrade at the P.V. McNamara Federal Building in Detroit, Michigan will not be issued through EPS. A hard copy of the Request for Proposal (RFP) will be provided and mailed along with any set of plans to interested offerors. Interested parties may request copies of the RFP and drawings by submitting a letter of interest to Lisa Gonzalez at the General Services Administration; Property Development (5PCO); 230 South Dearborn Street, Room 3512; Chicago, IL 60604-1696 or by facsimile at (312) 353-9186. -- Copy of the 28 June 2001 CBD Notice -- The General Services Administration (GSA) hereby notifies of the intent to issue a Request for Proposal (RFP) for the Design/Build of an Elevator Upgrade at the P.V. McNamara Federal Building, 477 Michigan Avenue, Detroit, Michigan. The project will consist of the upgrade of the existing 18 passenger and 2 freight elevators at the P.V. McNamara Federal Building. The range of this project is between $5,000,000 and $10,000,000. =20 The Project Scope includes providing "state-of-the-art" elevator systems with safe, efficient, and modern components, fully compliant with applicable codes, standards and guidelines. The new elevators and equipment shall offer innovative technologies/features to support energy conservation, reliable system operation and low maintenance. Retain the existing hoist machines, car and Counterweight guide rails, car and counterweight frames, car platforms, car and counterweight safeties, car and counterweight buffers, hoistway entrance frames, door panels and sills. Provide microprocessor group supervisory controllers, solid state (SCR) drives and signal systems, and car/hall operating fixtures. Provide Firemen Service Operation and compliance with American's with Disabilities Act (ADA) and the Uniform Federal Accessibility Standards (UFAS). Full maintenance and repair service shall be provided for all elevators. Funding is currently not available for this project. Source Selection Evaluation Factors. Final selection of the successful offeror will be made through the utilization of source selection procedures. The following factors comprise the Technical portion of the Proposal Evaluation: 1.) Past Performance -- This factor considers the number and complexity of comparable design/build elevator projects associated with the contractor's key personnel. It also addresses previous client assessments of Offeror's performance and team experience working together. 2.) Key Personnel Qualifications -- This factor considers design and construction experience and associated quality of design and construction work of individuals proposed for this project. Education and technical qualifications are also evaluated. 3.) General Concept Design -- This factor considers the design concept. 4.) Quality Control Plan. -- This factor considers inspection/testing procedures and other quality control methods. It also considers schedule control methods and the effectiveness of proposed roles and responsibilities. Contract Award. Award of a firm-fixed price contract will be based on the "best value trade-off" process (FAR 15). The "Best Value Trade-Off Process" is a method of evaluating price and factors other than cost or price. This method of evaluation has the objective of making trade-offs among cost or price and non-cost or non-price factors, permitting award to other than the lowest priced offeror or other than the highest technically rated offeror. The Government will select the proposal that represents the best value based on the evaluation of both technical factors and price, as specified in the RFP. The completion time for this project is 665 calendar days. Small Business. This solicitation is open to both large and small business concerns in accordance with the Small Business Competitiveness Demonstration Program. Although this procurement is open to large business, small, small women-owned and minority businesses are strongly encouraged to participate. The Government recognizes the talent existing in smaller businesses and encourages their participation in the construction of Federal facilities. In accordance with Public Law 95-507, the offeror will be required to provide the maximum practicable opportunities for small business concerns, women-owned small business concerns and small business concerns owned and controlled by socially and economically disadvantaged individuals to participate as subcontractors in the performance of the contract. In the event a large business (small businesses are not subject to this requirement) is the awardee, an acceptable subcontracting plan must be approved and accepted prior to contract award. Large businesses shall be required to demonstrate a proactive effort to have participation from small, small disadvantaged, small woman-owned, small HUBZone and small veteran-owned businesses. The North American Industry Classification System (NAICS) Code is 235950 for this project. =20 Joint Ventures. Joint venture or firm/ consultant arrangements will be considered and must submit an acceptable joint venture agreement. =20 How to Offer. GSA is issuing this solicitation only electronically. Offerors having the capabilities to perform the services described in this announcement are invited to respond by submitting the information requested in the four evaluation criteria to the attention of Lisa M. Gonzalez at GSA, Property Development (5PCO), 230 South Dearborn Street, Room 3512, DPN 35-6, Chicago, Illinois 60604-1696. The anticipated release date of the RFP is on or about 16 July 2001, with an anticipated receipt of proposal date of 15 August 2001. Interested parties may access the solicitation at www.eps.gov. This site provides instructions for downloading the solicitation file. Prospective offerors shall notify this office (either by electronic mail or facsimile) of their intent to submit an offeror. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). If drawings are to be provided for this project, an amendment will be issued to this notice.
