Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and Subpart 5.203 (b) & (c) as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. This is a Request for Quotation (RFQ); a written solicitation will not be issued. The Food and Drug is soliciting for a Axon Instruments, Inc. or equal, system description as follows: =20 (1) Axon GenePix 4000B Integrated Array Scanner and three copies of GenePix Pro 3.0 integrated acquisition and analysis software. Warranty: 12 months parts and labor. To include the following capabilities:=20 The scanner will be used for the acquisition and analysis of data from DNA microarrays, and must have the ability to automatically scan and quantify fluorescent signals at 2 wavelengths simultaneously on standard microscope slides. Scanner must use non-confocal optics so the depth of focus is large enough to compensate for micro-imperfections in the glass slides. Scanner must have dynamic laser power monitoring such that a feed-back circuit produces constant signal output throughout each scan. Minimum requirements for microarray scanner are as follows: (a) Must use non-confocal technology. (b) Have integrated hardware/software. (c) Acquire data at 2 wavelengths simultaneously in 5 minutes (full scan area). (d) Dual laser excitation at 532 nm and 635 nm. (e) Must have 5 micron pixel resolution. (f) Adjustable focus. (g) Adjustable laser power. (h) Dynamic laser power monitoring for constant signal output. (i) Accommodate standard microscope slides. (j) Must have bar code reader. (k) Must have 22 x 71.5 mm scan area with user-defined sub-scans. (l) Must have 16-bit digitization. (m) Must have dynamic range of 4 orders of magnitude. (n) Must be able to pre-scan images to optimize scan conditions. (o) Must be able to do scan line averaging. (p) Must save image sets in multi-image TIFF format. (q) Must have detection limit of 0.1 fluor / micron2 for Cy3 and Cy5. (r) Must use a simple SCSI connection to PC computer (SCSI adapter included). (s) Must use universal power supply (110/220 V). (t) Must have small footprint: 13.5" wide x 8.75" high x 17.5" deep (34.3 x 22.2 x 44.4 cm). (u) Must weight approximately 35 lbs. (v) Must be Plug-in installation-ready for immediate use. Minimum requirements for integrated microarray analysis software are as follows: (a) Windows 95, 98, 2000, NT, and ME compatible. (b) Accepts16-bit grayscale TIFF images from any scanner. (c) Automatic registration of images, even from third-party scanners. (d) Displays ratio images in real time during scanning. (e) Hardware, acquisition, analysis and display settings saved for subsequent use. (f) Automatic barcode reading. (g) Flexible array template making, saving and retrieving. (h) Automatic spot finding. (i) Feature Pixel Plot graphs all pixels in any individual feature. (j) Flag important features for easy identification. (k) Multiple methods of ratio calculation. (l) Results file containing sample names and ID's, feature locations, and all extracted data. (m) Results saved in ASCII file format for easy import into advanced analysis packages. (n) Automatically generates Scatter Plot of any analysis measurements. (o) Images, graphs, and results can be copied to other Windows applications. =20 This is a 100% set-aside for small business, firm fixed price requirement. FOB Point: Destination within 60 days after award of a purchase order. Interested offers shall submit descriptive literature along with their cost quotation. Offerors who are offering other than the Axon Instruments, Inc. system, shall submit descriptive literature in sufficient detail as to demonstrate that the system offered meets or exceeds the Axon Instruments, Inc. system specifications. Award will be made to the vendor who submits the lowest price system that meets all technical specifications. The Government may make its decision on the basis of initial quotations received and not have discussions. Therefore each initial quotation should contain the offer's best terms from both a price and technical standpoint. This Request for Quotation number R-3027-00-1.
