- Description
- The Air Force Operational Test and Evaluation Center Detachment 1 (AFOTEC Det 1) plans to conduct a study/assessment of commercially available, off the shelf, fixed site, thermal imaging cameras for the United States Department of Justice, Immigration and Naturalization Service (INS). Results of the assessment will be used by the INS as part of an ongoing program to identify suitable equipment for potential future procurement. Neither the United States Air Force nor AFOTEC Det 1 will take any procurement action in conjunction with, or as a result of this testing. This notice serves as a request for information on thermal imaging camera capabilities and operating specifications. Candidate systems must meet the following minimum specifications: -- Commercially available production models only (Prototype equipment will not be accepted) -- Weight (including lenses, housing, etc.): Not-to-exceed 40 pounds -- Selectable wide/narrow fields of view or zoom lens -- Performance range: 0-5 miles able to detect/recognize man sized target at 3 miles -- Video Output: RS-170 format -- Full remote control of camera functions -- Minimum Operating Temperature: 0 o -120o F -- Ruggedized and weatherproof housing -- Power adapter In addition to all indicative data information on nominated system, response should include: -- Warranty information -- Mean time between failures (MTBF) data -- Training availability for operational use and repair -- Location of authorized repair facilities -- Availability of technical manuals and replacement parts -- Cooling System Information provided in response to this request will used in a paper study and assessment to develop a list of candidate systems that will be selected to undergo a limited operational test and assessment to measure system utility and validate advertised abilities. Vendors of systems selected to undergo operational testing will be requested to provide a production model with accessories to remotely control integral camera functions (on/off/zoom) and cueing (pan/tilt/rotate), and technical manuals of their candidate system on a hold harmless basis, for a period of 14 days beginning approximately 20 August 2001. In addition, basic system operation training will be required to ensure systems are operated properly during testing. Place of performance: Kirtland AFB/Albuquerque NM area.
