Description
This is Amendment No. 2 to RFP 2001-N-00095, Online Database Retrieval Services. The following corrections are hereby made to the solicitation. The solicitation number appeared as 2000-N-00095 but should be denoted throughout as 2001-N-00095. In the opening sentences: the word "QUOTES" should read "PROPOSALS;" "Federal Acquisition Circular 90-46" should read "Federal Acquisition Circular 97-27;" and, "The standard industrial classification code (SIC) is 7375" should read "The North American Industry Classification System code (NAICS) is 514191." Under EVALUATION FACTORS, (a) "proposed equipment" should read "proposed services." Under CONTRACT CLAUSES, eliminate 52.225-13, Restrictions on Certain Foreign Purchases. In the last sentences following the CONTRACT CLAUSES, the phrase "Facsimile quotes" should read "Facsimile proposals." The new due date for proposals is August 6, 2001. Proposals must be received on that date by 2:00pm. The following questions and answers are offered in response to inquiries submitted by interested parties: Q1) Is there a prime contractor with any subcontracts? A1) No subcontracting is necessary. Q2) Is there a contractor currently supporting this effort? A2) Yes, Lexis-Nexis. Q3) Is the place of performance Atlanta, GA, or are there other locations? Can the work be accomplished remotely? A3) CDC offices outside of the Atlanta area and outside of the State of Georgia will be using the service. Yes, it can be accomplished remotely. Q4) What systems are currently operational and will be required to interface with the new application? A4) There are no systems and an application is not required; there is no building of an application. Access to already available electronic information databases is required. Q5) What are the specifications of the personal computer equipment (CDC property) that will be handling the database retrieval service? How many PC's will be using this service? A5) Not relevant to this request. The databases are not housed at CDC. CDC is requesting online access to commercial electronic information databases. Q6) How much data will these computers be handling? A6) Not relevant to request. CDC is requesting online access to commercial electronic information databases. Q7) How many people need training, and how many on-site training demonstrations do you foresee? A7). Cannot be estimated. Historically fourteen programs within CDC, some of which are not located on the same campus or even in the State of Georgia, have used this service. This does not necessarily mean fourteen training sessions are required. CDC anticipates on-site demonstrations will be available as needed at no additional cost to the Government. Q8) Besides the on-site training, are there any other requirements for on-site support? A8) No. Q9) Does the Internet connection already exist? Do you expect the contractor to pay the Internet fees? A9) All CDC facilities have Internet connection. Q10) Is the scope of the solicitation to access existing online databases (e.g., state codes, wire services, etc.) or is it to develop a database consisting of the current information derived from these databases? If it is to develop a database, how would the data from these different databases be provided? A10) CDC is not requesting the development of a database application. CDC is requesting access to commercial electronic information databases. Q11) Is the task to be provided electronic data (or paper data) to be housed in a database we would provide to the CDC? A11) There is no CDC database application. The request is for access to commercial electronic information databases. Q12) If the information is to be housed in a database we would develop, are there any estimates as to the number of existing pages of information, or estimates of the future number of pages to be housed? A12) There is no CDC database application. The request is for access to commercial electronic information databases. Q13) Are there any requirements as to the type of database to be provided (Access, SQL)? A13) There is no CDC database application. The request is for access to commercial electronic information databases. Q14) Are there currently any timelines established for commencement of the work to be accomplished? A14) The contract is for one year with up to 4 one-year extensions. There are no timelines for a development process to begin because there is no development process. Q15) What will be the size and scope of the 16-20 individual task orders to be requested? Timelines established for each task? A15) The task orders as part of the contract are for access to commercial electronic information databases. The task orders are not for the development or management of database(s). There are no timelines for development because there is no development. Q16) As a relatively new product our database solution does not currently have ten contracts in place. Would we be excluded from the proposal on that basis? A16) No. Unless you can provide direct access to commercial online information databases, you will not meet the requirements of the proposal and will be excluded on that. If your company can fulfill the request of the proposal by providing access, your proposal will be evaluated along with any other proposal meeting the requirements of the solicitation. Q17) Is this for eSourcing software? (From CBD) A17) No. CDC is requesting access to electronically available commercial information databases, not to software to purchase anything. Q18) Could two companies team up together for this solicitation and together have between them ten contracts, past and present? A18) This contract is designed for single award. Based on market research there are commercial services available that satisfy the full scope of the CDC's requirement. Q19) What is the platform for this database? A19) CDC does not require the development of a database(s). The solicitation is for access to commercial electronic information databases. Q20) What operating systems? A20) Not applicable. CDC requires access to existing databases. Q21) We did not participate in 10 Government contracts in the past and we do not have past performance with the Government. Are we going to be qualified to participate in this contract? A21) If your company can meet the requirements for providing access, your proposal will be evaluated. Also, please note in the solicitation is stated "Contracts listed may include those entered into by the Federal Government, agencies of state and local Governments, and commercial contractors;" commercial contracts are considered.
