Description
DFARS 252.204-7004 "Required Central Contractor Registration" applies to all solicitations issued on/after 0l June 1998. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12 and the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Request for Proposal (RFQ) number is N68836-01-T-0195. (iii) The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 and Defense Acquisition Circular 91-13. This is an unrestricted RFP. The requirement is for a Firm Fixed Price Indefinite Delivery Requirements Type Contract for a Base Year Period and 4 one year Options. The following separately priced subclins will apply to the contract: OOOlAA MCM Class Vessel 25 Moves; 0OOlAB MHC Class Vessel 25 Moves; O0OlAC SSN Class Vessel 4 Moves; OOOlAD SSBN Class Vessel 4 Moves; 0001AE MCS Class of Vessel 30 Moves; 0001AF Shift Change with Power Qty. 5 ea.; 0001AG Shift Change without Power Qty. 5 ea.; 0001AH Shift Change with Power (MCS Class) 6 Moves; 0001AJ Shift Change without Power (MCS Class) 6 Moves; 0002AA Detention of pilot on board because of weather condition shall be charged per day plus quarters equal to deck officer plus first class transportation cost of return Qty. 5 ea. ; OOO2AB Delay of vessel's sailing after pilot boards for sailing, unless due to weather conditions $_____ per half hour or fraction thereof after the first half hour; 0002AC Cancellation of vessel's sailing or change in sailing time without notice to the pilot, other than for weather conditions, and if sailing is cancelled or sailing time changes provided pilot has not been given one hour notice cancellation of sailing time change Qty. 4 ea.; 0002AD Swinging ship for calibrating or compass adjusting, or running degaussing range, or trial run in harbor, plus regular pilotage charge Qty. 5 ca.; OOO2AE When pilot is dispatched for an incoming vessel and vessel cancels pilot Qty. 5 ca.; 0002AF Delayed arrival detention charge per one half hour or fraction thereof after the first hour unless given at least two hours advance notice of a change in the vessel's ETA max. three hour wait Qty. 5 ea. NOTE: The above listed subclins represent the Base Year only. Offeror's should also provide pricing for the consecutive 4 one year option periods using the same subclin format. The Contractor shall provide all the necessary personnel, supervision, management, equipment, materials and services to provide pilot services for United States Ships (USS), United States Naval Ships (USNS) and other designated public vessels, including those of foreign navies, in the waters of Naval Station Ingleside Area including but not limited to the Thule Lake Channel, Industrial Canal, Corpus Christi Bay, from Buoy "AP" to the designated dock. At times, it may be necessary for a Contractor to move up to four (4) ships, at different locations, simultaneously. Accordingly, the Contractor must have the resources to accomplish this (minimum of four (4) pilots, one (1) operational pilot boat and one (1) standby pilot boat. The Contractor shall be responsible for performing duties which include but not limited to the following: 1. The services to be furnished hereunder shall be performed within twelve (12) hours, one (1) hour from receipt of call for emergency service to pilot on board, after the date and time of each delivery order placed, except that when the needs of the Government permit, orders may provide a longer time for delivery. The Contractor's pilots must be available to respond during any twenty-four (24) hour day. 2. As required, the contractor must be able to surge number of pilots available to support weather or national defense emergencies sorties every fifteen (15) minutes over a period of two (2) to four (4) hours unless otherwise authorized by the port operations officer or his duly authorized representative. Emergency sorties is a situation such as a national emergency, hurricane, or war in which ships are ordered to get underway without hesitation. 3. The Government's ships will be given priority in harbor movement in response to weather or national defense emergencies. 4. The Contractor shall transport pilots to and from the designated pilot station at the Corpus Christi Ship Channel/ARANSAS Pass Station Sea Buoy and conduct safe pilot embarkation and disembarkation operations in a seaway. 5. The Contractor shall provide efficient communications and transportation coordination, and waterways system oversight to perform pilot services. 6. The contractor will assist the ship's Commanding Officer in performing all operations during mooring and will be responsible for safe operation while piloting in accordance with applicable State and Federal laws. 7. The pilot boat shall be on station when the ship arrives in the vicinity of Buoy "AP". The pilot boat shall be of sufficient size so as to allow for safe boardings under existing weather and sea conditions. 8. The pilot shall deliver the ship dead in the water or with bare steerage way in the vicinity of the ship's destination. Open waters shall mean an area near the destination where there is sufficient depth of water and no danger of a collision, allusion, grounding or stranding. 9. Any pilot working under this contract must possess a Federal license covering work to be performed in various areas. 10. Shifting -- When an Ordering Activity requests the moving of vessels from berth to berth, berth to anchor, anchor to berth, or anchor to anchor, the charge per pilot service shall be in accordance with rates cited in Section B. 11. Detention -- The contractor shall be compensated for detention caused by the vessel, the Government or adverse weather. Detention is defined for the purpose of this contract as the actual time, less 30 minutes freetime for sailing and shifting, or less 60 minutes freetime for arrivals, that the harbor pilot is detained beyond the required reporting time, after arriving at the specified location ordered. Any delays not previously mentioned are not considered detention under this contract. 12. The contractor agrees to furnish all services specified on two (2) hours notice. 13. The contractor shall promptly notify the Contracting Officer or his authorized representative if he is unable to complete an assignment. The contractor will continue to be responsible for furnishing the services. If the Contractor fails to perform services required, the Government may, either perform the services itself or employ others to do so, for the contractor's account, and excess costs to the Government in either case shall be charged to the contractor. This shall not waive any the Government rights under the termination clause/provisions. 14. Cancelled Orders -- The charge for cancelled orders will be in accordance with the rates cited in the contract. 15. If orders are cancelled at least one (1) hour prior to the ordered time, there will be no charge to the Government. 16. Pilots are requested to be available "on call" twenty-four (24) hours a day, seven (7) days a week, including holidays. 17. Pilots shall board ships arriving from sea in the area of Buoy "AP" on the Navigation Chart 11307 which is the normal pilot cruising area. 18. Pilots shall board departing ships at their berth no later than hour prior to scheduled sailing. 19. The contractor shall be liable for all damages attributed to the pilot's error. Delivery shall be FOB Destination. Deliver to: COMMANDING OFFTCER, NAVAL STATION CODE N44, 1455 TICONDEROGA INGLESIDE, TX 78362-5000.
