- PAY SPECIAL ATTENTION TO NEW REQUIREMENTS FOR REGISTERING ON OUR WEBSITE. Project: Pershing Center, Phase I, U.S. Military Academy, West Point, New York. Though the government reserves the right to convert this to a sealed bid procurement within the next fifteen days, this is currently being offered as a best value firm fixed price construction contract; therefore, lowest price will not necessarily be the determinative factor. The Government reserves the right to limit the competitive range to the five highest rated technical proposals. The Government, at its discretion, may award a contract on the basis of initial offers received, without discussions. Therefore, an offeror's initial proposal should contain the offeror's best concept and innovative approach from a technical and pricing viewpoint. The Government is seeking any innovative ideas to achieve the project's objectives. This work includes, but is not limited to: grading, paving, masonry, area lighting, exterior ramp/stair installation, landscaping, and ornamental fencing installation. This acquisition is a competitive 8(a) set aside. The NAICS code is 233320. Estimated construction costs are between $1,000,000 and $3,000,000. All offerors will be evaluated based on the following factors: Past Experience; Past Performance; Management; and Technical Approach. Plans and Specifications will be downloadable free of charge from our website, www.nan.usace.army.mil , on or about 07 August 2001 and Proposals will be due on or about 06 September 2001.. Plans and specs will also be available on CD-ROM for a charge of $10/disk set. HOWEVER, TO RECEIVE ANY AMENDMENTS OR UPDATES, CONTRACTORS MUST REGISTER FOR THIS SOLICITATION ON THE AFOREMENTIONED WEBSITE. ANY CONTRACTOR WHO REQUESTS A DISK BUT DOES NOT ALSO REGISTER ON THE SITE WILL NOT BE ISSUED ANY SUBSEQUENT AMENDMENTS ON DISK. TO RECEIVE AMENDMENTS BY DISK, YOU MUST BE REGISTERED AND HAVE PREVIOUSLY SUBMITTED THE $10 FEE. Contractors desiring a disk MUST do so in writing (REGISTERING ON THE WEBSITE DOES NOT QUALIFY AS NOTIFICATION IN WRITING), stating the solicitation number or project name, complete company name and street address (we will NOT deliver to P.O. boxes), telephone and facsimile numbers (including area codes), addressed to New York District U.S. Army Corps of Engineers, Contracting Division, 26 Federal plaza, Room 1843, New York, New York 10278. The charge of $10/disk is NON-REFUNDABLE and may be paid by check or money order, payable to "USA, COE, NYD, FAO".
