- 17. The U.S. Coast Guard has a requirement to upgrade the Coast Guard Electronic Charting and Integrated Navigation System (CG-ECINS) that is installed upon the USCG Coastal and Seagoing Buoy Tenders. The installed system needs to be upgraded to provide increased capability, including the ability to render Electronic Navigation Charts being distributed by NOAA. The Coast Guard intends to solicit on a non-competitive basis with Offshore Systems Limited (OSL), #107 ? 930 West 1st Street, North Vancouver, BC Canada, V7P 3N4. The Electronic Chart Precise Integrated Navigation System (ECPINS) is the OSL brand-name standard for the U.S. Coast Guard buoy tender fleet. The buoy tenders have a totally integrated ship control and navigation system working in concert with other components of the integrated system including the Dynamic Positioning System and the Machinery Plant Control and Monitoring System. This system is integrated with the OSL EPCINS and the personnel are trained in the use of this particular system. Any other system would force re-engineering and retraining that would not be cost effective to the U.S. Coast Guard. See numbered Note 22. The SIC code for this acquisition is 3812 Search, Detection, Navigation, Guidance, Aeronautical and Nautical Systems, Instruments and Equipment. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and no other supplies or services will satisfy Agency requirements. However, if your firm believes it could accomplish this effort, indicate this interest and submit a qualifications package not to exceed 10 pages explaining your capabilities to the above listed Point of Contact no later than fifteen days after the date of this notice. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
