- Description
- The purpose of this synopsis is to announce NAVSUP's Advanced Solutions System for Enhanced Support and Operational Readiness (ASSESOR) Request For Information (RFI). The intent of this RFI is to identify relevant initiatives, databases and software tools that exist or are under development in industry and government. NAVSUP's Navy Logistics Productivity (NLP) initiatives will provide improved access to Navy logistic and engineering databases and introduce new simulation, modeling and validation tools. The NLP initiatives will significantly influence and improve the Navy's business of Fleet systems maintenance, supply and support and the development and evolution of next generations of weapons and ship systems. ASSESOR will be implemented as an automated, user-directed, flexible, computer aided system process and tools. ASSESOR will access and utilize NAVSUP's NLP databases and other Navy database systems such as JCALS and JEDMICS to obtain system information including function, performance, interface and design parameters for a variety of Navy systems. The parameters obtained will also include data regarding the population of deployed systems, projected life cycle, supply system demand, system element reliability and supply system inventory. User controlled parametric weighting factors will be developed to reflect unique issues such as system mission criticality, personnel safety, ship defense and safety, etc. Metrics will be developed to quantify the relative costs to implement and deploy various design approaches and the expected return on investment over the life cycle of the deployed system. Metrics to be developed include: NLP system cost projections for: Model development and validation Design implementation, production and deployment; Costs projections for other approaches including: Integrated circuit function re-engineering; IC design and fabrication; Tooling and production. Additional metrics will include: Mission criticality, system operability and ship warfighting capacity requirements; System reliability and availability requirements; Inventory availability and refurbishment costs; Obsolescence Prediction Tools parameters; "Life time buy" opportunity and cost; Life cycle cost analysis; Obsolescence abatement analysis data; Supply system demand; Potential savings in future design enhancements; Potential savings in deploying multiple functional models with a common design; Potential savings in repartitioning system functions to Open System Architectures; User defined unique system metrics and weighting factors. The completed system assessment process will aid the program manager, supply systems manager and systems engineer in determining the most cost effective approach to dealing with diminishing manufacturing resources, parts obsolescence management issues, system design and enhancements.
