Description
Notice of intent to negotiate a sole source contract with Bluelink Geographic (BG) for the National Marine Mammal Laboratory (NMML). Purpose of proposed acquisition is to conduct at least three replicate thermal (infrared) surveys of harbor seals hauled out on floating glacial ice at Columbia Glacier, Prince William Sound, Alaska. Thermal surveys will take place 8/15/01-8/25/01 and will be in conjunction with large-format photogrammetric surveys of harbor seals at Columbia Glacier to test the efficiency of each method. Photogrammetric and/or thermal techniques are necessary to accurately estimate the number of seals hauled out on ice floes dispersed throughout glacial fjords. Proposed contractor possesses considerable experience conducting thermal sureys for forest fire management and military purposes. Blue-Link's thermal system can identify targets that are less than 1-degree Celsius different from background temperature, which should allow easy distinction between harbor seals and their background of ice (either dirty or clean). Proposed contractor provides a thermal mosaic in a GIS format, allowing easy manipulation of the imagery to count seals that are hauled out on ice floes.
