Description
The proposed acquisition is being offered for competition limited to 100% set-aside for Small Business Concerns. The applicable SIC Code is 8999 with a Size Standard of $5 million and NAICS Code is 541620 with a Size Standard of $5 million. The contractor shall furnish instructors to provide training materials, training aids and transportation to instruct hazardous waste coordinators on safe handling procedures and management of hazardous waste at various locations in Kodiak and Anchorage, AK; Seattle, WA; Honolulu, HA and Alameda, CA. All instructors must comply with requirements of the Resource Conservation and Recovery Act, Super-fund Amendments and Re-authorization Act, Occupational Safety and Health Act and the Hazardous Material Transportation Uniform Safety Act. There are approximately 5 basic and 6 refresher courses that will be conducted each contract option period. The performance period of the Base Year is 01 October 2001 through 30 Sept 2002, with four (4) one year options. The solicitation will be posted on the Electronic Posting System on or about 23 July 2001. Hard copies will not be issued. All interested firms that hold 100% Small Business Set-Aside status are encouraged to download the solicitation. The solicitation will include firm fixed-price service items and Indefinite Delivery Indefinite Quantity (IDIQ) provisions for task orders. Award will be made on best value to the Government. For informational purposes: Minority, Women-owned and Disadvantaged Business Enterprises, the Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime rates to provide accounts receiving financing. The maximum line of credit is $500,000.
