- This competitive acquisition is unrestricted and open to all interested bidders in accordance with the Small Business Competitiveness Demonstration Program. This is an electronic solicitation. No hard copies will be mailed. Vendors interested in downloading the Statement of Work and drawings much have access to MaxView Software. MaxView Software is available free of charge for one month at this site: http://www.maxview.com. The Request for Quotation (RFQ)will be issued on or about 1 Aug 01 on the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. Regulations governing an RFQ are available at: http://farsite.hill.af.mil. The NAICS code is 235310 with a small business size standard of $11.5M. Construction Contracting Services include providing all labor, equipment, tools, devices, materials, supervision, transportation and any other items required to perform all work required to "Repaint Surface of Bldg. #101" in accordance with the Statement of Work, Drawings and Davis-Bacon Wage Rates. The performance period for this firm fixed price requirement will be 2700 calendar days. The Magnitude of Construction is between $50,000 and $100,000. A one-time pre-bid site visit is scheduled for Wednesday, 15 August 01 at 9:30 a.m. Offerors will meet in the Lobby of Building 106. See FAR Clause 52.236-27. Offerors planning on attending must notify E.J. Rena, via email Renae@rl.af.mil no later than 3:00 p.m. on Tuesday, 31 July 01. All responsive, responsible sources may submit a bid which, if timely received, shall be considered by this agency. To be eligible to receive contract award from a Department of Defense (DoD) agency after 01 Jun 98 must be registered in the DoD Central Contractor Registration (CCR) Database. To register, access the CCR Homepage at: http://www.ccr2000.com. An Ombudsman has been appointed to hear significant concerns from bidders or potential bidders during the bid development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Dale Reckley, 315/330-7784. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Lt. Col Reid S. Lerum, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of bids or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
