Description
On 3 January and 7 May 2001, the Technology Applications Program Office placed source sought announcements in the Commerce Business Daily for the development and procurement of a hardware suite for the Common Avionics Architecture system (CAAS) upgrade. As a result of further Government research, vendor recommendations, and meetings, a final specification for the CAAS hardware suite components has evolved. The four CAAS hardware components include: 1) Multi-function Display (MFD); 2) Control Display Unit (CDU); 3) General Purpose Processing Unit (GPPU); and 4) Data Concentrator (DC). This requirement will be limited to US firms only; no foreign participation. However, see Note #8 below. Those firms who previously participated in Industry Day, product presentations, or those requesting placement on the bidder's list do not need to resubmit their request to receive a copy of the solicitation so long as they qualify as a US firm or meet the requirements of note #8 below. Only those firms wishing to be taken off the list need to notify the contracting office that they no longer wish to participate in this requirement. Those firms/teams wishing to obtain a copy of the solicitation may contact the contracting office; e-mail preferred. Contrary to previous announcements, firm/teams are no longer required to deliver the entire CAAS hardware suite to participate. Firms may bid the whole suite or a component(s) of the suite. The CAAS hardware suite will be installed in the MH-47, MH-60 and A/MH-6 Special Operations Aircraft; however, the CH-47 Improved Cargo Helicopter and the UH-60M aircraft may also participate. The total estimated quantity will remain at 1800 each. Anticipate the competitive solicitation will be issued 17 August 2001. Responses will be due 60 days thereafter. Contract award is anticipated for February 2002 with first delivery in January 2003. Note #8: The solicitation document contains information that has been designated as "Military Critical Technical Data". Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement.
