MODIFICATION 1: THE REPS AND CERTS CAN NOW BE DOWNLOADED FROM THIS SITE. THE DELIVERY SCHEDULE, EVALUATION CRITERIA AND THE PRICE PROPOSAL CRITERIA IS REPLACED AS FOLLOWS:***DELIVERY DATE: PARTIAL SHIPMENTS WILL BE ACCEPTED. FIRST SHIPMENT : 51,768 EACH 30 DAYS AFTER RECEIPT OF CONTRACT AWARD. CONTRACTOR MUST SHIP THE RANDOLPH AFB QUANTITIES (48 EA) FIRST FOR INSPECTION AND ACCEPTANCE. UPON ACCEPTANCE OF RANDOLPH SHIPMENT, THE CONTRACTOR WILL FORWARD THE REMAINING FIRST SHIPMENT TO THE REMAINING LOCATIONS. SECOND SHIPMENT: 51,768 EACH 45 DAYS AFTER RECEIPT OF ORDER. *******EVALUATION CRITERIA: PROVISION 52.212-2, EVALUATION -- COMMERCIAL ITEMS, IS ALSO APPLICABLE TO THIS ACQUISITION. THE SPECIFIC EVALUATION CRITERIA FOR THIS PROVISION IS AS FOLLOWS: CONFORMANCE TO THE SPECIFICATIONS, PRICE, DELIVERY SCHEDULE AND PAST PERFORMANCE. *************PROPOSAL CRITERIA: PROPOSALS SHALL INCLUDE PRICE AND PROPOSED DELIVERY SCHEDULE. CONTRACTORS MAY ELECT TO OFFER AN ALTERNATE DELIVERY SCHEDULE OTHER THAN THAT SPECIFIED HEREIN PROVIDING THE ALTERNATE DELIVERY SCHEDULE IS MORE ADVANTAGEOUS TO THE GOVERNMENT AS DETERMINED SOLELY BY THE GOVERNMENT. ************************************ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Commerce Business Daily Note 1 applies to this requirement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The 12th Contracting Squadron at Randolph AFB, TX has a requirement for Embroidered Baseball Caps (QTY: 103,536 each) for HQ Air Force Recruiting Service, Randolph AFB TX. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. The applicable NAICS code for this requirement is 315991. The applicable size standard is 500 employees. The specifications are as follows: (1) Six panel; (2) Unstructured; (3) Cloth closure, (4) Brass buckle w/ brass grommet, (5) Pigment dyed washed, (6) 8.5 oz 100% cotton Navy; (7) One eyelet on the top of each panel (6 total). Eyelet thread must be the same color as hat panels. (8) One button on top of cap to match color of cap; (9) Eight (8) rows of custom top visor stitching; (9) Placement of logo must be as shown on photo provided; (10) Stitching on cap must be the same color as cap fabric; (11) Sweatband must be the same color as fabric; (12) Pre-curved visor; (13) NO ONE COMES CLOSE on the back of the hat in silver mylar thread (1660 stitch count), Font size 18PT; (14) Air Force logo on front of cap in silver mylar thread.(3860 stitch count), Font size 2 1/4 inch (total logo size); (15) No company logo, trademark or company identification. FIRST ARTICLES: Two (2) first articles to be shipped to: HQ AFRS/RSMSP, Attn: George Oberle, 550 D Street West, Suite 1, Randolph AFB TX 78150-4527. First Articles to be submitted with proposal. Contractor must wait for first article approval before proceeding with the production run. PACKING AND SHIPPING: Contractor must have two inner-packs of 24 with 48 hats per shipping carton. Contractor shall furnish all packing and shipping containers and pack in such a manner as to provide protection against all hazards of cross-country and warehouse storage. Shipping containers to be constructed with lapped boy joints and must have a minimum bursting strength of 275 lbs per square inch. DELIVERY DATE: Partial shipments will be accepted. First Shipment : 30 days after receipt of contract award. Contractor must ship the Randolph AFB quantities (48 ea) first for inspection and acceptance. Upon acceptance of Randolph shipment, the contractor will forward the remaining first shipment to the remaining locations. Second Shipment: 45 days after receipt of order. SHIP TO: (FOB Destination) AFPDC (Baltimore MD) -- qty: 100,032; AFROTC (Gunter AFB AL) -- qty: 3,456, AFRS/RSMSP (Randolph AFB TX) -- qty: 48. Sample shipping labels and baseball cap diagrams can be downloaded from this website. Provisions 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Provision 52.212-2, Evaluation -- Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision is as follows: conformance to the specifications, price, and past performance. Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items which can be obtained at http://www.arnet.gov/far. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items is applicable. Paragraph ( c ) of this clause is tailored as follows: ( c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if -- (A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if -- (A) The change is within scope of the original order, (B) The contractor agrees; (C ) The modification references the contractors verbal or written agreement. These changes may be made unilaterally by the Government. This clause, as amended herein, may also serve as the authority for all modifications made to the order or contract to make changes as follows: (a) definitize letter contracts, if commercial in nature; (b) reflect other agreements of the parties modifying the terms of the contracts; (c) issue change orders, (d) changing the performance period or the delivery date, the quantities or any other terms and conditions not cited herein as an example. Reference FAR 52.212-4, paragraph (n) is hereby tailored as follows: (n) Title. Unless specified elsewhere in this contract, title to items furnished by this contract shall pass to the Government upon acceptance, regardless of when or where the Government takes physical possession. Title for commercially-available-off-the shelf (COTS) software is exempt from this paragraph. A firm-fixed price award will be made to the responsible offeror submitting the proposal that provides the best value to the Government. Interested parties capable of providing the above must submit a written proposal to include discount terms, cage code, and firm evidence of their ability to perform. All responses that meet the criteria contained within will be considered. Since award will be based on initial responses, it is encouraged to offer your most advantageous pricing in your initial response. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. Past performance information shall include a list of five (5) of the most recent and relevant past and present contracts performed for Federal agencies and commercial customers within the last five years.
