Description

The Office of HIV/AIDS Policy, Office of Public Health and Science, Office of the Secretary, through the PSC Acquisitions Branch, Program Support Center (PSC) intends to award a sole source acquisition to Balm in Gilead located in New York to identify and develop a implementation plan for 30 faith-based HIV testing and wellness sites within 10 U.S. cities. The planning document will serve as a plan for all faith based Community Based Organizations (CBOs). This proposed requirement for which the Government intends to solicit only one source is under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received, the Contracting Officer will proceed to issue a purchase order to Balm in Gilead.
