Description
This is a notice of intent by the FHWA to execute an amendment on a sole-source basis to existing Cooperative Agreement No. DTFH61-99-X-00063 with the Silica Fume Association of Fairfax, Va. The objective of the proposed amendment is to evaluate and promote the benefits of using silica fume high performance concrete by performing the following: (1) verify and demonstrate silica fume technology that will result in more durable concrete structures; (2) decrease silica fume volume in the national waste stream; (3) evaluate and verify the benefits of using silica fume in high performance concrete for highways structures and pavements; and (4) through partnership technology transfer activities, make highway agencies, design engineers and contractor aware of these benefits. Silica Fume Association is uniquely qualified to perform this work because the organization is the only representative national organization of the silica fume industry and, therefore, possesses unique access to the industry members. The organization is a nonprofit trade association. A 20% cost sharing requirement is required under this project. This is not a Request for Proposals (RFP) or Request for Applications (RFA) for Federal assistance. The proposed action (to amend the previously identified Cooperative Agreement) is for supplies or services for which the Government intends to solicit and negotiate with only one source (Silica Fume Association). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by August 24, 2001 will be considered by the Government. A determination by the Government not to compete the proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive action
