- Description
- The Bureau of Reclamation's Snake River Area Office has a requirement to modernize a historic crane at the Boise Diversion Dam, near Boise ID. The existing crane is a double-beam, top-running, overhead traveling crane with a nameplate load rating of 15 tons, hand-operated bridge and trolley travel, and hand-operated hoist. The bridge span is 32 feet center to center on the runway rails, and these rails measure 3 7/8" tall by 2 1/8" wide at the running surface. The runway rails are supported on 7" x 12" wood timbers. The crane was originally manufactured by Northern Crane Works. The Contractor will supply and install a new motorized crane trolley, and associated components, with a capacity of 15 tons. The run-way support structure and rails and crane bridge structure and rails will not be replaced, but the Contractor shall perform load calculations on the existing crane support structure and bridge to determine the current safe loading capacity. The Contractor shall also: supply all electrical controls and wiring; provide trolley bumpers and bumper stops; and, provide all mechanical and electrical drawings along with a Professional Engineer' Certification for rated load capacity. The Boise Diversion Dam is listed on the National Register of Historic Places. Reclamation intends to preserve as much of historic nature of the crane as possible. An RFQ will be posted to our website approximately 15 days after this notice appears in the CBD. The website address is www.pn.usbr.gov/contracts. Reclamation reserves the right to issue the RFQ on paper if it's determined to be Reclamation's interest to do so. Offerors should visit the website approximately 15 days after this notice first appears in the paper CBD to download the RFQ. Offerors are strongly encouraged to register via the website to be included on the offeror list in order to receive convenient e-mail notification of amendments and to encourage subcontracting opportunities. A link for registration will be available shortly before, or concurrent with, the posting of the solicitation. The RFQ will request that interested offerors submit brief written technical proposals detailing: item descriptions or product literature describing proposed trolley and components; the offeror's proposed methods to replace the crane trolley; past performance references to contact for verification of experience with this type of requirement; proposed safety plan and procedures; and pricing. Offers will be evaluated on the quality of their proposed equipment and work plan, successful past performance of similar work, their proposed safety procedures/plan, and price. All responsible sources may submit an offer which we will consider. This requirement is 100% set-aside for small businesses. The applicable NAICS code is 333923 and the business size standard is 500 employees. See Numbered Note 1.
