Description

R-U. S. Dept of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR) intends to negotiate on a sole source basis with Dosoo Jang, Ellicott City. MD. The contractor must be a Marine Scientist with a thorough and comprehensive understanding of Asian (China, Japan, and Korea), culture, its politics and regional marine environmental programs and issues. The individual must communicate fluently in at least one of the Asian languages and have at least two years experience in developing and managing Serve as the OAR contact person for environmental research programs and issues pertaining to China, Taiwan and Korea. Contractor must review and compile international position papers, agreements and other documents to ensure consistency with NOAA/OAR's interests and priorities. Provide recommendations to IA Director regarding future international programs, projects that help advance the OAR/NOAA mission, by implementing joint projects agreed to at the U. S. China climate and the marine and fisheries office. This is a notice of intent and cannot be considered a solicitation, therefore no solicitation package exist.
