Description

The United States Environmental Protection Agency (EPA) has a requirement to provide strategic communications and public affairs services to the Administrator and key staff in the area of communications management and public policy issues. The Contractor shall assess the overall presentation skills of the Administrator and her key staff, shall provide technical guidance and direction on speech delivery effectiveness and public relations/communications strategies, and shall critique the effectiveness of the message delivery. The assessment shall include orientation sessions with the Administrator and other senior Agency officials, review of various focus groups and/or audiences and analysis of how the Agency's environmental messages are being received, and an analysis of the various media to determine the most effective means to communicate different messages. The Contractor shall work closely with the Administrator, Assistant Administrators and other senior Agency officials to provide specific recommendations for improvement and enhancement of message delivery and presentation, as well as critical media and message format. The North American Industry Classification System (NAICS) code is 541820. This acquisition will be processed in accordance with FAR Part 13 Simplified Acquisition Procedures, and the resultant purchase order will be a Fixed Price type anticipated to last 9 to 12 months.
