Description
The Tongass National Forest is seeking quotes for furnishing two welded aluminum boats with outboard engines and trailers as described in this notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotes (RFQ) KTN-01-46. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 "Instructions to Offerors-Commercial Items"; 52.212-4 "Contract Terms and Conditions-Commercial Items"; 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.232-34). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition is totally set-aside for small business concerns, NAICS 336612. The small business size standard for this acquisition is 500 employees. Submission of a quote constitutes a representation that the quoter is a small business. Item 1A: One each 28 ft. welded aluminum catamaran boat, Packcat Model as manufactured by the William E. Munson Company, Edmonds, WA or approved equal. The boat must be capable of shallow draft operation in rough and choppy seas, must be able to sit level on the beach during low tide and be able to have engines raised fully out of the water, have the capacity to accommodate two large 4-wheeler ATVs, have a heated cabin with accommodations for crew of six and a fuel capacity of 150+ gallons. The boat shall be painted with non-skid paint on all walking surfaces including inside of bow door and anti-fouling black paint on bottom to 4 in. above water line. Item 1B: One each 8500 pound galvanized dual axle trailer with 2 ft. tongue extension, lights, rotating axle jack, 4 bunks, winch and brakes. Trailer should meet or exceed boat manufacturer's specifications for the specified vessel (Item 1A). Item 1C: Two each counter rotating Yamaha 200 horse power High Pressure Direct Injection saltwater series outboard engines including dual binnacle controls and ignition systems, dual oil tanks and associated plumbing, all electrical harnesses, water flow gauges and hour meters for each engine, combination tachometer, tilt, warning gauge for each engine and all other standard equipment and gauges, two stainless steel propellers, Teleflex hydraulic steering and custom tie bar. Item 2A: One each 30 ft. welded aluminum boat, Kodiak Model as manufactured by Boulton Powerboats, Central Point, OR, or approved equal. The boat must be capable of beaching and stable operation in rough or choppy seas (3-6 ft.), have the capacity to accommodate two large 4-wheeler ATVs through a 4 ft. dive door starboard of the cabin and have an operating range of approximately 200 miles. The cabin must be a cuddy type, heated and equipped with a galley and cook stove and have sleeping accommodations for a crew of four. The boat shall be painted with non-skid paint on all walking surfaces including inside of bow door and anti-fouling black paint on bottom to 4 in. above water line. Item 2B: One each 8500 pound galvanized tri-axle galvanized trailer including lights, rotating axle jack, heavy duty winch and brakes. Trailer should meet or exceed boat manufacturer's specifications for the specified vessel (Item 2A). Item 2C: Two each counter rotating Yamaha 150 horse power High Pressure Direct Injection saltwater series outboard engines including dual binnacle controls and ignition systems, dual oil tanks and associated plumbing, all electrical harnesses, water flow gauges and hour meters for each engine, combination tachometer, tilt, warning gauge for each engine and all other standard equipment and gauges, two stainless steel propellers, Teleflex hydraulic steering and custom tie bar. All items shall be delivered f.o.b. Juneau Ranger District, 8465 Old Dairy Road, Juneau, Alaska. Delivery is desired by June 1, 2002 but required by August 1, 2001. Quotes may be submitted on vendor's letterhead stationary and may be mailed to Tongass National Forest, Federal Building, 648 Mission St. Ketchikan, AK 99901, sent via FAX to 907.228.6254 or emailed to spatton@fs.fed.us. Quotes must be submitted not later than 4:30 p.m. (Alaska time) on August 27, 2001. Quotes must identify the make and model of all equipment being quoted and include catalog cuts, sketches, diagrams, or other descriptive literature to sufficiently identify the items to be furnished and demonstrate equality to the specified manufacturer and model. Quotes must also include a completed copy of FAR 52.212-3, "Offeror Representation and Certifications-Commercial Items." This provision is available on-line at www.arnet.gov/far/. An offer will be made for an entire item including sub-items to the quoter whose quote presents the best overall value to the Government, price and other factors considered including delivery time.
