Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China lake, CA, intends to procure on a 100 percent small business set-aside an Elevation/Azimuth Antenna Pedestal, with a 180-day delivery schedule, and with 2 (two) options to procure 1 each additional pedestals to be exercised during a 12 month contract term. Both azimuth and elevation must be steerable/moveable via a computer interface unit/box and manual control. The pedestal shall house/hold/mount a standard 8-food Nike parabolic antenna (with radome cover) and boresight camera and housing. NAWCWD will provide the antenna, radome cover, boresight camera and housing to contractor when requested after award date. The pedestal(s) shall meet the following performance specifications: Azimuth pedestal coverage: 270 (minimum). Elevation pedestal coverage: -15 to +45 (minimum). Rated gear torque: AZ >300 ft-lbs. (minimum), El>400 ft-lbs. (minimum). Azimuth velocity: 10 per second (minimum). Azimuth acceleration: 10 per second squared (minimum). Elevation velocity: 5 per second (minimum). Elevation acceleration: 5 per second squared (minimum). PC control: UDP (preferred) or RS232. If UDP is provided -- IP address and port address shall be user configurable. PC status request: only on request status command will the pedestal respond with status information, current AZ and El position, current AZ and El rates. Input power: 115 VAC, 60 Hz utility power. Backlash: <0.1 . Accuracy: 0.5 (or better). Payload weight: 500 lbs. (minimum). Pedestal weight: <1000 lbs. Pedestal control cable: 150 ft (from controller to pedestal). The pedestal documentation shall include Interface Control Document (ICD) showing ALL mechanical electronic and data interfaces. Controller shall fit in a 19-inch rack and height shall not exceed 4RU's. Pedestal with antenna mounted to it shall survive and operate in winds up to 120 mph and temperature up to 120 F. Adjustable limit and safety switches shall be included on the pedestal. Pedestal shall be capable of mounting an 8-foot Nike parabolic antenna dish with a standard Nike fiberglass radome and a tubular boresight camera (above the dish). Total weight of antenna (~350 lbs.) and radome cover (~50 lbs.) is approximately 400 pounds. Boresight camera and housing will weigh approximately 60 pounds. The contractor will be required to balance pedestal with government provided Nike dish, radome, camera and housing. This may be done at awardees facility or at NAWCWD facility (final location of where pedestals will be installed). Standard commercial test data is required. Standard operation and maintenance manuals are required. Standard commercial warranty. The Government anticipates the award of a Firm Fixed priced Contract with options. The solicitation will be issued on or about 27 July 01 and will be available through the 2.0 Contracts Competency home page at: http://www.nawcwpns.navy.mil/~contract/rfp-nawc.htm. All responsible sources may submit a quotation, which will be considered by the agency. The RFQ will close on or about 27 August 2001 and award will be made on or about 15 October 2001.
