Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is X8A066, and the solicitation is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 421490 which has a size standard of 100 employees to qualify as a small business. This procurement is set aside for a small business. This requirement is for the procurement of a compact, all solid state, tunable laser system which includes a Q-switched Nd-YAG laser operating at 1064 nm with second and third harmonic modules (532nm and 355nm) that is used to pump an OPO that is continuously tunable from 410nm to -2,000nm. The system will include a frequency doubling capability that will extend the laser output from 230nm-350nm. The laser output will meet the following specifications: a 20Hz pulse repetition rate, pulse width of 5 ns or less, pulse energies greater than 100 J over the entire range and laser bandwidth less than 5cm-1 The system will also include an outlet port to provide access to the excess 1064bn radiation from the Nd:Yag laser for nonlinear mixing of the OPO output. The laser head is not to exceed 15"X7"X6" in size. The power supply and cooling unit is not to exceed 14"X14"X7". The laser shall include computer software for operation by a laptop computer. The requirement also includes a UV extension module with a tuning range 230-350nm Energy > 11 J per pulse. Installation and alignment of this equipment shall be included in your quotation. Evaluation of quotations will be based on overall lowest cost. The following FAR clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions -- - Commercial Items. All offerors are to are to include with their offers a completed copy of provision 52.213-3, Offeror Representation and Certifications -- - Commercial Items. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.203-6 Restrictions on subcontracting Sales to the Government, with Alternate I; 52.203-10, Price or Fee Adjustment for Illegal or Improper Activities; 52.219-14, Limitation on Subcontracting; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. It is requested that the completed Representations and Certifications be included with the proposal.
