THIS NOTICE MODIFIES SUBMISSION NO. 50S657. THIS IS A COMBINED SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number N68335-01-R-0357 is issued as a competitive request for proposal (RFP). The Naval Air Warfare Center Lakehurst is establishing multiple Blanket Purchase Agreements (BPA) to provide Environmental Engineering Support Services on an as-needed basis in the following areas: Technology and management support for pollution prevention initiatives. Technology support for automatic acquisition and reporting of air emissions data. Management support for research, development and update of environmental documentation for Acquisition Programs throughout their lifecycle. Management support for review/ development of contractual requirements and documentation for Environmental, Safety and Occupational Health (ESOH). Management support for site Environmental, Safety and Occupational Health assessments and NEPA analysis documentation. Implementation of the Center's Environmental Management System (EMS). Computer graphics and web development support for dissemination of environmental information. Oversight and public relations for cleanup actions impacting NAES, including BOMARC. Implementation and support of Hazardous Substance Management System (HSMS) onsite. Field collection of geographic data using global positioning systems (GPS), in remote areas and all weather. Geodatabase creation and maintenance using geographic information systems (GIS) technology. GIS management of infrastructure and utilities data. Relational database design, maintenance, and administration. Providing geographic data products to support Center activities. Information technology training support for GIS and GPS tools. Use of software tools including the MS Office Suite, MSFrontOffice, ArcGIS, AutoCAD, Oracle RDBMS. Exchange of data via WWW, SMTP, SNMP, and MS Outlook. Onsite support for these programs and tools. The government reserves the right to rotate sources and issue orders valued at less than $550,000.00 under the BPAs established, without further competition. This synopsis serves as the entire solicitation. Interested firms should provide the following information: (1) brief summary of past experience in these areas with particular emphasis on work performed for NAVAIR/NAWCAD Lakehurst/ Patuxent River and/or related to NEPA, environmental Life Cycle Analysis, Environmental/OSH documentation, EMS, GIS, or HSMS (include project title and contract number) ; and (2) One typical resume. Responses should not exceed five pages. Evaluation criteria are as follows: (1) Past performance on relevant projects (corporate and specific programs) (2) Staff qualifications and experience with information technology tools (3) Location of firm and knowledge of the locality of the project. Costs will be evaluated as part of each order. Firms should also indicate their size, status, and email address for a point of contact. Responses should be received not later than 23 August 2001.
