- Description
- The U.S. Environmental Protection Agency, National Center for Environmental Assessment, plans to acquire high resolution (i.e., less than or equal to 5 meter spatial resolution) remote sensing imagery as an essential part of its studies on non-point sources of nutrients and pathogens in aquatic ecosystems. This imagery will be used by scientists within EPA's GIS laboratory located in Cincinnati, Ohio, to derive land use/land cover maps for the area being studied. The main study area consists of 35 sub-basins within the Little Miami River watershed located in southwestern Ohio. These sub-basins combined cover an approximate area of 3,100 square kilometers. The Little Miami River watershed encompasses approximately 5,000 square kilometers and is composed primarily of various agricultural crops, livestock operations and pasture, along with lesser percentages of urban/suburban (e.g., edges of Cincinnati and Dayton), rural town, forest, woodlot, wetland and water land covers as well. The contractor shall be capable of providing multispectral imagery for the area encompassing all 35 sub-basins, or the entire Little Miami River watershed during the period of June 15 to July 30, 2002. The requirement calls for the contractor to perform all geometric, radiometric and noise corrections required and to provide a final product suitable for orthorectification and classification by EPA. EPA intends to issue a Request for Quotation (RFQ) in accordance with the Federal Acquisition Regulation, Part 13, Simplified Acquisition Procedures. The RFQ will be issued on or about August 9, 2001, with written quotations due on or about August 23, 2001. Potential offerors will be requested to provide firm fixed-prices for one or both possible scenarios: (1) multispectral imagery for the area encompassing all 35 sub-basins (3,100 sq. km.) and/or (2) multispectral imagery for the Little Miami Watershed (5,000 sq. km.). EPA plans to issue a firm fixed-price award for one of the two possible scenarios based on the best value to the Government. Specific technical evaluation factors will be shown in the RFQ. This acquisition is being solicited on a full and open competitive basis. All requests for the RFQ must be submitted in writing. No telephone requests shall be honored.
