Description
Dorena Office Building; design of a 4,400 square foot administrative office building for the Dorena Tree Improvement Center, Umpqua National Forest, in eastern Lane County, Oregon; SET-ASIDE: see note 1; NAICS code 541310 size standard $4 million applies; PSC is C111; PROJECT DESCRIPTION: work includes the following elements: site and geotechnical investigation; verification of government survey, utility location and plot information; preliminary architectural design proposals; development of design computations; final utilities design; completion of architectural, civil, electrical, and mechanical designs; preparation of working drawings, specifications, and cost estimates for development of a construction contract; design for construction cost limit of $660,000 ($577,000 structure; $43,000 utilities, site work, and landscaping; $40,000 parking and access roads); construction phase services including submittal review, advice and interpretation, on-site inspection, report writing; optional items for roads, parking, and landscape architect design work; if any or all of the optional road, parking and landscape design work are not included as part of the contract, the A-E firm will be required to integrate government-furnished road, parking and landscaping design information into the contract final design; the office building will include a reception area, conference room, private offices, open office spaces, specialty and storage rooms, restrooms, and associated pathways; SELECTION CRITERIA: the following 8 selection criteria are listed in descending order of importance: (1) professional capabilities; firms that demonstrate qualifications of available/proposed personnel [employees, consultants and those from affiliated firms] including professional architects, civil engineers, mechanical engineers, electrical engineers, landscape architects, and Autocad-capable technicians as appropriate for the described project will be given greater consideration; firms proposing affiliated personnel with prior experience working together as a team will be given greater consideration; evaluation will consider education, training, professional registration, overall prior experience and project relevant experience; (2) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; greater consideration will be given to firms providing positive demonstration of previous similar projects completed to high quality standards within time requirements; (3) project history; firms that demonstrate experience completing designs including use of recovered materials and designs with emphasis on energy efficiency will be given greater consideration; (4) specialized experience and technical competence, as required; firms that demonstrate technical competence and experience completing designs of small [under 10,000 sf] single-story, single-building, office structures with a Northwest Rural character and similar to the described project will be given greater consideration; (5) capacity to accomplish the work in the required time; firms providing evidence of commitment and ability to assign clearly sufficient, highly skilled personnel to accomplish the work within the specified time will be given greater consideration; (6) geographic location and knowledge of the locality of the project; provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; firms demonstrating knowledge of, and experience working in, the Western Oregon geographic area performing similar services will be given greater consideration; (7) the volume of work previously awarded by the Forest Service will be considered with the objective of effecting an equitable distribution of the contracts among qualified A-E firms, including 8(a), small disadvantaged or women-owned small businesses; (8) extent of participation of certified 8(a), small disadvantaged, and women-owned small businesses as part of the proposed contract team; SUBMISSION REQUIREMENTS: see Note 24 for general submission requirements except comply with the following: do not submit hard copy SF254 for principal or Joint-Venture members (see ACASS registration below);
