Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular(FAC)97-27. This is a small business set-aside. The associated NAICS code is 513390. Contract Line Item: Services for satellite uplink August 6-9 at the Veterans Affairs Information Technology Conference at the Austin Convention Center, Austin Texas. FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Technical capability to perform and past performance are more important than price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. No additional FAR clauses cited in FAR 52.212-5 apply. Offers are due by close of business 7/313/01 by email to william.cox@mail.va.gov. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The intended source is AVW Audio Visual, 500 E. Cesar Chavez, Austin Tx 78701. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 7/31/01 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
