Description

The 45th Contracting Squadron intends to negotiate on a sole source basis with Yocke & Company, Novato CA, to address the feasibility of developing new modules for the CAMx model. The work includes producing gridded emissions inventories for selected field test and site locations, and provide field test expertise for future experiments as follows: (1) Developing software that will support the current version of the CAMx model and develop or enhance future versions. (2) Conduct aerometric data analyses of Dugway Proving Grounds field test. (3) Contractor will develop a suitable gridded emissions inventory by extrapolating the previously developed emissions inventory. (4) Analyze the various aspects of incorporating components of the SCIFPUFF/SCICHEM models into the CAMx Plume-in-Grid module to create a new sub-model. (5) Provide assistance and guidance in the design of the next aerometric study at Dugway Proving Grounds. This sole source acquisition is justified under 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Contractor personnel require DoD security clearances of at least the SECRET level and participation requires both a facilities and storage capability security clearance of at least SECRET. The NAICS code for this acquisition is 541511 and the SIC code is 7371 and Small Business size standard is $18M. No solicitation document exist at this time. The 45th Contracting Squadron has determined that Yocke & Company is the only source capable of providing the necessary services. SEE NUMBERED Note 22.
