- Description
- The Tactical Automated Security System (TASS) is conducting a market survey for a additional sources for qualification testing for the Wide Area Surveillance Thermal Imager -- Uncooled. The improving performance and prices available in uncooled thermal imagery make a market survey worthwhile. This effort will identify the leading candidate(s) and test the unit to the performance specification. Products that are determined to be compliant with the specification and offer the best value to the Government will be invited to provide a test article for the Air Force to verify compliance through testing. Testing will include implementing remote control of the thermal imager from the TASS alarm display annunciator. The Performance Specification: Item Specification For The Wide Area Surveillance Thermal Imager -- Uncooled (WSTI-U), PRF BISS-IMG-27653 defines in detail the performance requirements for the thermal imager that is an integral part of TASS. Referenced in the Performance Specification are the Interface Control Document for controlling the thermal imager and details on compatible tripods and the mounting plate pattern utilized for the TASS program. (ICD-TASS-001 and Drawings 858259A, 864081_RevA and 864135). These documents are posted on the Hanscom electronic RFP Bulletin Board. Go to http://herbb.hanscom.af.mil, select type: Systems and Location: Hanscom and "GO" TASS-Thermal Imager has a separate page from the TASS general page. Provide a completed Specification compliance form, terms for providing a test article (on-loan is preferred) and information on unit cost. Any product(s) selected for evaluation and accepted on loan will also be required to arrive with Certificates of Compliance, training of test personnel, operator and maintenance manuals and installation support. Interested sources are requested to review the specification and provide detail on the unit's ability to meet the performance requirements. In addition, provide the unit cost when configured to meet the specification. Contractors will indicate whether or not their equipment and services are offered through the GSA schedule or any other Government agency contract. Published GSA prices, discounts and any quantity price break information should also be provided. Provided a qualified candidate is identified, we will test the most-promising candidate(s), with a goal of adding alternatives to the product baseline. Interested potential sources should submit packages containing the above requested information by 24 Aug 01 to ESC/FDK, 5 Eglin Street, Building 1624 1st Floor, Hanscom AFB MA 01731-2100, Attn: Ms Alicia J. Gettman. Electronic (Email) responses to the POC and the Contracting Officer are encouraged. Note that the HANSCOM Electronic RFP Bulletin Board (HERBB) will be the primary source of information for this activity. Interested parties should check it for updates and subscribe to the HERBB update service for the TASS Wide Area Thermal Imager project. This request and any procurement or acceptance on loan of a test article does not restrict the Government as to the ultimate acquisition approach for units to be fielded with the TASS system. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. The Government will perform a best-value determination of the responses received based on stated product capabilities and price. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
