- Description
- The National Institute of Standards and Technology (NIST) Electromagnetic Technology Division has a requirement for specialized microfabrication process monitoring and development services related to the fabrication of terahertz frequency detectors and detector arrays. The microfabrication processes are unusual, compared to standard processes used in the semiconductor industry, in respect to the use of exotic materials and ultrathin films. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with the University of North Carolina, Charlotte NC as this source is considered to be the only responsible source and no other source will satisfy agency requirements. The contractor must have prior experience, either with deposition and process monitoring for ultrathin (less than 5 nm) niobium nitride, for thin niobium-gold bilayers, or for molecular beam epitaxial growth of lanthanum and cadmium sulfide. The contractor will provide an individual to work in the NIST Electromagnetic Technology Division's microfabrication facility on process maintenance and development. It is required that, if the process monitoring and development needs to continue beyond a period of 6 months, that the contractor enter into an Intergovernmental Personnel Agreement, to provide the same individual to work in the NIST cleanroom on a longer term basis. The University is the only known institution whose personnel have the required experience with growth and characterization very thin films of exotic and reactive materials, and with whom NIST could enter into an IPA if necessary. This notice may represent the only official notice of a solicitation. Interested sources proposing to supply the specified services must submit a written qualification statement clearly establishing the capability to meet the above requirements within 15 days from the date of this synopsis. The qualification statements will be used to determine the need for competitive bids. Responses are due via mail or FAX by August 10, 2001. No RFQ package is available. This procurement is being conducted per Simplified Acquisition Procedures FAR Part 13 (NTE $100,000).
