Description

THIS IS A SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. The Request for Quote (RFQ) number is RFQ-RT-01-00385 and the solicitation is being issued as a Request for Quote solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a result of other than full and open competition. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy Agency requirements." A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. Award will be made using Simplified Acquisition Procedures. The period of performance is expected to be a Base Period from October 1, 2001 through September 31, 2002, with two one-year options. The Environmental Protection Agency intends to award a sole source contract to Dialog Corporation, 11000 Regency Parkway, Cary, NC 27511 for renewal of subscription services for unlimited access to Dialog databases for the EPA, Research Triangle Park, NC site. EPA believes that Dialog is the only vendor capable of satisfying these subscription services because of their exclusive rights to many research and scientific databases which is necessary for EPA's research effort, including but not limited to, Automotive Engineering, Bioethics Line, CAB Abstracts, CHEMTOX Online, Current Biotechnology Abstracts, Drug Data Report, Drug Information Fulltext, Health Devices Alerts, IHS International Standards, National Newspaper Index, Newsletter Database, World Reporter, and Tablebase. NAICS No. 514191 applies and the size standard of $18M in average annual receipts over the last three years. The following FAR provisions (which can be downloaded at the following site: http://www.epa.gov/oamrtpnc/spclaus/index.htm) apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors- Commercial; 52.212-2, Evaluation-Commercial Item. All Offerors are to include with their offers a completed copy of provision 52.212-3, Offeror representations and Certification-Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-commercial Items.
