Reference to CBD Notice 50S0Z4 dated 17 July 2001. All reference to solicitation number DABT60-01-S-0003 is DELETED, and changed to DABT60-01-R-3039. The U.S. Army Recruiting Command (USAREC)Industry Day Requirement Briefing has been cancelled for 1-2 August 2001, and rescheduled for 16-17 August 2001. The briefing will be for Contract Recruiting Services. The briefing will be held in the Command Conference Room, located at Headquarters, USAREC, 1307 Third Avenue, Fort Knox, KY. The briefing will begin at 9:00 a.m. ending NLT 5:00 p.m., on both days. The requirement briefing will focus on the USAREC mission and objectives for the pilot test program. This requirement is being procured using a modified C3 process tailored to minimize the time it takes to satisfy need, commensurate with risk, common sense, sound business practices and basic acquisition policies. The C3 process (Customer, Commerce, and Contract) results in a more streamlined acquisition process approach. The TRADOC Acquisition Center(TAC)C3 approach is a two-step process that requests technical proposals based on a written Statement of Objectives (S00). Interested offerors should check the TAC website (http://www.tac.eustis.army.mil) periodically for updates. Step 1 of the process involves Industry Day, Question and Answer Period, Technical Proposal submission, Technical proposal evaluation, Oral Presentations (for selected successful technical proposals). Instructions for Step 1 will be posted NLT 13 August 2001. Step 2 involves Price Proposal submission, Price Evaluation, Discussions (if necessary), Final Offer, and Award. A fixed price award fee contract is contemplated for this action. The government intends to award two separate contracts for this pilot test. A registration fee of $10 per attendee will be collected to cover refreshments. Registration will begin at 8:00 a.m. on 16 August. All vendors are required to pre-register via e-mail to Patricia Paige, TRADOC Acquisition Center (TAC)(paigep@tac.eustis.army.mil). It is MANDATORY that all interested sources attend this requirements briefing; vendors not in attendance will not be allowed to participate in proposal submission. There will be a one-hour break for lunch. A strip map, along with hotel and restaurant information are posted on both the TAC and USAREC homepage (http://www.usarec.army.mil/contracts/announcements.html).
