Description
The United States Department of Agriculture, Office of Chief Information Officer, National Information Technology Center (NITC), has an immediate requirement for a commercial off-the-shelf (COTS) chargeback software package to meet the current requirements of NITC and its customers. The USDA intends to award a fixed price, commercial item contract with one base year and six option years for purchase of chargeback system software, license, and maintenance. USDA requires a COTS chargeback software package that will enable the NITC to install and operate with minimal on-going operational support by the Offeror. The chargeback system software package shall operate on either the NITC's IBM (or IBM-compatible) mainframes or another platform (e.g., Unix) in use at the NITC. The Offeror shall maintain the compatibility of the chargeback system software package with the latest releases of the platform (e.g., IBM mainframe operating system, Unix, etc.) on which the package was first installed within ninety (90) days of the any such release. The Offeror shall provide any and all updates or enhancements to the chargeback system software package to the NITC as soon as they become available. Contractor shall deliver all software and manuals required for the initial chargeback software package installation within twenty (20) days after receipt of a written or verbal order from the Government Contracting Officer. Software package must enable the following chargeback functionality: Multiple Price Lists, Multiple Algorithms, Units of Measure, CICS, DB2, HSM, Proration, Program Usage, Normalization, Break-Even Charging. The chargeback software package must provide the following reporting tools: Standard Reports, Invoices, Charges versus Budget, Report Parameters, Report Generator, Information on the Web, Exporting Data, Ad Hoc Reports, Rate Simulation. The software package must support the following: Batch and On Line processing, LAN or Desktop use, Flexible Billing Periods, Six Levels of Account Codes, Multiple Account Contacts, Inactive Accounts Identification, Billing Adjustments, Audit Trail, Change Control and Security from Unauthorized Changes.
