- SIC Code 8712, C?Architect Engineer Services Solicitation # GS-08P-01-JFC-0069 Byron G. Rogers Courthouse Renovation Project, Denver, Colorado. The General Services Administration (GSA) announces an opportunity for Design Excellence in public architecture and engineering for performance of Architectural-Engineering Design for a major modernization project for the existing Byron G. Rogers United States Courthouse in accordance with General Services Administration (GSA) quality standards and requirements. The Byron G. Rogers Courthouse is located in downtown Denver on Nineteenth Street between Stout and Champa Streets. =20 The existing structure was built in 1965 and is a five-story building containing two levels of underground parking. The Courthouse will house six major tenants after the completion of this renovation project, including United States District Court, Court Administrative Support Center, Probation and Pre-Trial Services, U.S. 10th Circuit Library, 10th Circuit Mediation and the United States Marshals Service. The building is approximately 248,000 gross square feet, including two levels of underground parking spaces within the basement and sub-basement. The following scope of work items are to be addressed during the design of this modernization project:=20  Addition of fire sprinklers throughout the facility  Addition of a fire alarm system  Fire separation construction  Toilet room upgrades to include handicapped accessibility  Air handler change from constant volume to variable air volume  Replacement of the air distribution system  Renovation of the electrical, telephone, and data infrastructure systems  Replacement of lighting fixtures where required  Security infrastructure upgrades  Provide ADA accessibility modifications  Asbestos abatement  Modification of the garage ventilation system for make-up air and exhaust  Addition of building vestibule to provide integrated lobby security systems  Exterior clean, seal, and repair of both Courthouse and Federal Office Bldg.  Addition of a life safety generator for both Courthouse and Federal Office Bldg.  Integrated sustainable design features GSA Rocky Mountain Region, Solicitation No. GS-08P-01-JFC-0069. The Estimated Construction Cost at Award range is $30 to $40 million. The facility will be designed in metric units. The scope of work will require at a minimum: Base design contract; design development documents (35% design), metric drawings, specifications, cost estimates, value engineering services, computer-aided design and drafting (CADD) in AutoCADD 2000 or compatible. The design is also to include the GSA design standards for secure facilities and shall also include the United States Courthouse Design Guide and the United States Marshals Service Design Guide requirements. At this time the GSA has not finalized the type of construction contract for this project. Additional Options to the Base design contract may include; Option 1a; Provide final construction documents to include metric construction drawings, specifications, cost estimates, value engineering services, computer-aided design and drafting (CADD) and sustainable design. The facility must be certified through the Leadership in Energy and Environmental Design (LEED) Green Building Rating System of the U.S. Green Building Council. This project is to exceed the basic LEED Green Building Council certification and achieve the LEED ?Silver? Level. The A/E Firm shall be required to work with a Construction Firm, to be solicited by the GSA, during this phase of design to establish the final project scope of work and construction budget. Option 1b; Provide design intent oversight as the GSA representative for a CMc contract. The CMc contractor shall complete the design documents with their design team. The A/E Firm shall oversee all design activities to assure that design intent is adhered too. If Option 1b is exercised, then pursuant to FAR Clause 52-36.209, titled ?Construction Contracts with architectural-engineering firms? No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. Option 2; Post Design/Construction Administrative contract services.=20 This is a Request for Qualifications (RFQ) of A/E Firms/Lead Designers interested in contracting of this work. This RFQ is a Small Business set aside procurement. The A/E firm as used in this RFQ shall be a Small Business and is an association, joint venture partnership or other entity that shall have contractual responsibility for the project design. The A/E Firm must address the contractual relationship between the construction document production firm (if a production architectural firm is required) with its ability to manage the design and production of construction documents. In developing the project team, the A/E Firms are advised that at least 35% of the level of contract effort must be performed within the State of Colorado. The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the A/E Firm. All documentation will be in an 8 1/2? x 11? format. No faxed or electronic copies will be accepted. The portfolio should include the following: a cover letter referencing the CBD announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; and Standard Form 254 (Architect-Engineer and Related Services Questionnaire) or equivalent, and Standard Form 255 (Architect-Engineer and Related Services Questionnaire for Specific Project) or equivalent. Identification of the Architectural production firm (if required), Mechanical consultant and Electrical consultant are required at this stage. =20 Submission requirements and evaluation criteria:=20 (1) Past Performance on Design (35%): The A/E Firm, including the Mechanical and Electrical consultants will submit graphics (maximum of three pages per project) of not more than five construction projects (each) completed in the last ten years. The narrative (maximum of two pages per project) shall address the design approach with salient features for each project and discuss how the client?s program, functional, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence and/or sustainable design. Provide a client reference contact for each project, including name, title, address, phone, and fax numbers. A portion of one page presented for each project must include a representative floor plan and either a site plan or a building section. (2) Philosophy and Design Intent (25%): In the A/E Firm?s words, (maximum of two typewritten pages) state his/her overall design philosophy and approach to the challenge of public architecture, sustainable design, issues, and parameters that may apply to this modernization project. =20 (3) Lead Designer Profile (15%): The lead designer for the A/E Firm along with the lead designer for the Mechanical and Electrical consultants shall submit a biographical sketch (maximum of three pages) including education, professional experience, recognition for design efforts inclusive of examples. Identify and describe areas of responsibility and commitment to each project. =20 (4) Lead Designer Portfolio (25%): The lead designer for the A/E Firm along with the lead designer for the Mechanical and Electrical consultants shall submit a portfolio representative of each Lead Designer?s ability to provide design excellence. Submit graphics (maximum of three pages per project) and a typewritten description (maximum of two pages per project) of up to three similar construction projects completed in the last ten years. The narrative shall address the design philosophy with salient features for each project and discuss how the client?s program, functional, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Where there is duplication with criteria (1), the Lead Designer will address his/her participation in the project. =20 An A/E Evaluation Board consisting of private-sector peers, and representatives of the client and GSA will evaluate the submissions. The Board will establish a short-list of the most highly rated acceptable firms. =20 For Stage II, the short-listed firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants. The firms will be required to complete Standard Forms 254 and 255, or equivalent, that reflect the entire design team. The Government will establish the date these submittals are due and provide the criteria for the interviews along with the Stage I short-list announcement. Sufficient time will be provided for the A/E Design Firm to establish its team. The A/E Evaluation Board will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and to demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the unique aspects of the project, design philosophy, possible approaches in carrying out the project, and project management.=20 How To Offer, For Stage I Submittals: Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting a SF-254 (for the ?A/E Design Firm?) or equivalent, which must be dated not more than twelve (12) months before the date of this synopsis, and a SF-255 (for the ?A/E Design Firm?) or equivalent, along with letter of interest TO:=20 Denver Federal Center 6th and Kipling Streets General Services Administration, PBS, 8PF Attn. Dannie Crowder, Contracting Officer Bldg. 41, Room 252 Denver, Colorado 80225 by 3:00 PM local time on September 10, 2001. All interested firms are to provide four complete copies of the RFQ submission to the address noted above. The following information MUST be on the outside of the sealed envelope, Solicitation Number, GS-08P-01-JFC-0069, and Title. Late responses are subject to F.A.R. Provision 52.214-7. Discussions may or may not be held, therefore all RFQ?s shall be complete, signed and dated to be considered for review. This procurement is being made under the Small Business Competitiveness Demonstration Program (F.A.R. 52.219-19). This is a Small Business set aside procurement. The size standard limitation for an A/E Small Business is $4 million per year, based upon the average of the past three (3) years fee revenue. Prior to award of the contract, the A/E may be required to present an acceptable Small Business certification if necessary through the Small Business Administration. Small disadvantaged and small women-owned firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other businesses. This contract will be procured under the Brooks Act and F.A.R. Part 36. This is not a Request for Proposal.
