- F09609-01-Q-0007-FGWB-01-0021. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F09609-01-Q-0007 is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The procurement is 100% small business set-aside and will follow simplified acquisition procedures in FAR Part 13. The applicable North American Industry Classification Code (NAICS) is 235940 with a size standard of $11.5M. The following nonpersonal services are required: provide all labor, tools, equipment, transportation, materials, permits and all other documentation required to demolish/dispose of Building 2036, a 30'x30' concrete block building which houses airfield navigational equipment. All equipment to be retained by the Government shall be removed by the Government from the building prior to beginning demolition. The project shall include the demolition and removal of the structure and all debris from the site. The work includes, but is not limited to demolition and removal of the building, asphalt driveway and parking area, compound fence, removal of rubbish generated during the demolition operations, and restoration of the area affected during the demolition operations. It may be necessary for some airfield signal or power cables in or under the facility to remain operational during the demolition. The project shall be structured in a manner that minimizes disruption of operations and/or stoppage of other work in the area. The contractor shall coordinate work schedules with the Government to maximize efficiency for all parties during this effort. Period of performance is 90 calendar days. One pre-bid site visit will be conducted on Tuesday, 14 August 2001 at 2:00 P.M., at building 812, Suite 106, 1538 Atlantic Avenue, Dobbins ARB, GA 30069-4824. Attendance is not mandatory however, failure to attend will not relieve bidders/offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. This will be the only site visit conducted to familiarize contractors with the project. All interested parties should notify the Base Contracting Office, 94 LG/LGC, by telefax at 770/919-5612 no later than 12:00 P.M., Monday, 13 August 2001 of their intention to attend the site visit. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial Items, shall apply along with Defense FAR Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR). Evaluation of quotes will be in accordance with FAR Clause 52.212-2, Evaluation-Commercial Items and will be based on price and technical capability with price being the most important factor. Offerors shall submit references for the type of work contemplated in this announcement. All quotes shall include a completed copy of FAR Clause 52.212-3, Alternate 1, Offeror Representations and Certifications -- Commercial Items. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, shall apply. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-42 (Fill-Ins: Laborer/WG-3, Step 3, $10.85 per hour), 52.222-44 and 52.232-33. Defense Federal Acquisition Regulation (DFARS) Clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies and must be filled out and returned with any offer. FAR Clause 52.228-5, Insurance -- Work on a Government Installation shall apply and will be incorporated into any resultant contract. Department of Labor Wage Determination 94-2133 (Rev 20), dated 05/31/2001 shall apply and be incorporated to the resulting contract.
