Description
NASA/DFRC plans to issue a Request for Proposal (RFP) to extend the subject contract for a basic period from October 11, 2001, thru January 31, 2002, and an option period from February 1, 2002 thru April 10, 2002. This extension is necessitated solely to permit continuity of services during re-competition for a follow-on contract (see RFP4-00047). Effort will involve range engineering and operations, Research Aircraft Integration Facility (RAIF) simulation engineering and operations, computer systems support, communications systems support and flight loads laboratory services. NASA/DFRC intends to purchase continuation of these services from Sparta, Inc., of Laguna Hills, CA. The authority for other than full and open competition is 10 USC 2304(c)(1) -- Only one responsible source. Sparta is the incumbent contractor under NAS4-96009. Any other firm, as prime contractor, would be required to implement their own unique business and personnel policies and procedures. These include, for example, accounting, payroll, invoicing, procurement, and both professional and non-professional employee benefits (insurance, leave and pension plans). These changes would involve considerable Government review and adjustment, and likely result in the frustration of contractor personnel as compensation packages change and employee-employer relationships are jeopardized. The current teaming arrangement (along with existing mentor protigi agreements), with their established roles and responsibilities, would also probably be disrupted. Any new contractor would likely change management personnel, with subsequent revision to the current management approach and style for accomplishing the effort. It is not practicable for these changes to be implemented for the short period anticipated by this procurement. The Government does not intend to acquire a commercial item using FAR Part 12.
