- R -- VOA PROMOTIONAL AND PROGRAMMING SUPPORT SERVICES. SOL BBGCON1301S5239-BJS. DUE 08/21/01. POC Contracting Officer Barbara Sesky (202) 205-8597. (i) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) SOLICITATION NO. BBGCON1301S5239-BJS IS ISSUED AS A REQUEST FOR PROPOSAL (RFP) AND A CONTRACT WILL BE AWARDED USING THE CONTRACTING BY NEGOTIATION PROCEDURES. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 dated June 25, 2001. (iv) This is a full and open procurement for Administrative and Management Support Services under NAICS 561110. (v) The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Voice of America (VOA) Indonesian Service has a requirement, contingent upon availability of funding, for a contractor to provide administrative and management support services for a variety of VOA promotional and programming activities in Indonesia and the United States. A Contractor is required to administer the funds for these purposes and disburse them as directed by the Indonesian Service. Disbursements will be made in both Rupiah and Dollars. Background: The Voice of America broadcasts programs to Indonesia over shortwave frequencies; however, research has shown that only a small percentage of the overall population has access to or listens to shortwave radio. VOA's Indonesian Service is pursuing a strategy of involving over 120 AM and FM affiliated radio stations in an attempt to make it easier for Indonesian audiences to hear VOA broadcasts over their favorite local stations. While VOA programming is now available on AM and FM stations throughout Indonesia, it is believed that many Indonesians are unaware that VOA's programming can be heard on their local stations. The VOA Indonesian Service plans to implement promotional activities such as contests and advertising to increase this awareness and draw more listeners and viewers. The Indonesian Service also organizes annual training seminars or conferences for its affiliates, stringers and others in Indonesia. These conferences involve many administrative details from contracting with the venue to travel arrangements, per diems, and speakers' honoraria. Also, the Indonesian Service makes periodic payments to stringers in Indonesia and guests in the U.S. who appear on VOA's weekly television talk show. (vi) The Contractor shall be responsible for providing the following requirements: [1] PROMOTIONAL SUPPORT -- Grants for approximately 80 VOA Affiliated Broadcasting Stations to Conduct Promotional Contests: CONTRACT LINE ITEM (CLIN) 1(a): Establish grant agreements annually with each affiliate station; CLIN 1(b): Disburse funds annually to grant recipients, or grantees. Grants will range in value from $1,000 to $5,000; CLIN 1(c): Coordinate affiliate-run contests annually with other contests that are run centrally by VOA Washington; CLIN 1(d): Monitor implementation of contests annually; CLIN 1(e): Prepare monthly progress and financial reports; CLIN 1(f): Prepare final program report annually. [2] ADVERTISING SUPPORT -- CLIN 2(a): In consultation with VOA's Indonesian Service, develop a one-year advertising plan annually; CLIN 2(b): Develop and place newspaper ads; CLIN 2(c): Design and install billboard and/or bridge ads; CLIN 2(d): Design and install bus ads; CLIN 2(e): Develop and place television ads; CLIN 2(f): Design and print promotional brochures; CLIN 2(g): Design and print stickers. The value of advertising support depends on the plan and availability of funding for the intended purpose. The budgetary range could be anywhere from $5,000 to $200,000 per year. [3] CONTEST SUPPORT -- Support for VOA Indonesian Service Centrally Produced Contests. CLIN 3(a): Purchase prizes in Indonesia for VOA Indonesian Service centrally run contests; CLIN 3(b): Distribute prizes to winners in Indonesia; CLIN 3(c): Facilitate and pay for travel arrangements to the United States for contest winners including air tickets, per diem, tours, visa assistance, travel advice, etc.; CLIN 3(d): Receive and process contest entries (postcards, letters, tee-shirt designs, etc.); CLIN 3(e): Facilitate the selection of contest winners, e.g., drawings for postcard entries, selection panels for tee-shirt designs, etc. In 2001-02, VOA will run approximately 60 daily or weekly contests with prizes valued at $100 per contest. VOA will also run 4 or 5 special contests in which the prize will be a trip for 2 to the United States for ten days. Future contests will depend on the availability of funds for the intended purpose. [4] TRAINING SUPPORT -- CLIN 4(a): In consultation with VOA Indonesian Service, organize training seminars approximately one week in duration for 10-15 VOA stringers in Indonesia including venue, travel arrangements, per diem, reproduction of training materials, instructors/speakers, translators, etc. One seminar to be held in the fall of 2001; possibly annual seminars thereafter (4 total). CLIN 4(b): In cooperation with VOA Indonesian Service, organize training events for affiliate broadcasting stations including venue, travel arrangements, per diems, reproduction of training materials, instructors, etc. One event per year (3 total). [5] PROGRAMMING SUPPORT -- CLIN 5(a): Upon instructions from VOA Indonesian Service, pay Indonesia-based stringers and individual purchase order vendors (POVs) in Rupiah. Monthly payments to 10 to 15 stringers for duration of contract. CLIN 5(b): Upon instructions from VOA Indonesian Service, pay honoraria in dollars for guests appearing on Halo VOA and other VOA Indonesian Service programs, as necessary. Approximately 26 payments per year are estimated. (vii) The term of the contract will be for a one-year period from date of contract award with three additional optional one-year periods, which may be exercised at the Government's discretion subject to availability of funding for the intended purpose. Interested contractors who are capable of performing these services shall submit a capability statement including technical and price proposals. Contractor shall have demonstrated ability and experience in performing administrative and management support services such as those outlined herein. (viii) The provision at FAR 52.212-1, Instruction to Offerors -- Commercial Items is hereby incorporated by reference. Offerors are reminded to identify and submit their DUNS Number with their proposal. Offerors responding to this solicitation shall submit the following items to the contracting office: [1] Technical proposal with a narrative of the offeror's understanding of requirement as noted above and a description of their capability to perform the tasks as stated above as well as their facilities and key personnel; [2] Narrative with detailed information on past experiences in administering grants, conducting promotional campaigns, organizing conferences and training programs, and paying honoraria and per diems. Preference will be given to firms having familiarity with U.S. Government accounting requirements; [3] Detailed information on past performance including recent (within last 3 years from date of this notice) and relevant contracts for similar services and other references including contract numbers, points of contact with telephone numbers and other relevant information; and [4] Price for each of the above listed CLINs. (ix) FAR provision 52.212-2, Evaluation of Commercial Items applies to this acquisition. The Government will award a firm-fixed price (FFP) contract resulting from this RFP to the responsible offeror whose offer conforming to the RFP will be most advantageous to the Government, based on past performance and price. Technical proposal and price proposal will be approximately equal. The following factors and possible points shall be used to evaluate proposals: a. Past Performance (20 points); b. Familiarity with same or similar requirements (15 points); c. Firm resources and personnel (10 points); d. Understanding of requirement (5 points); and e. Price Realism (50 points). (x) Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Proposals must also include prompt payment terms and correct remittance address if different from mailing address. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition-with no addenda to the clause. (xii) , FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, including subparagraphs (b) (3,6,7,8, and 9) applies to this acquisition as well as the following clauses contained within FAR Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.225-3, Buy American Act -- Supplies (41 U.S.C. 10); 52.232-33, Payment by Electronic Funds Transfer -- Central Contractor Registration (31 U.S.C. 3332). (xiii) FAR 52.232-18, Availability of Funds applies to this procurement. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition; (xv) There are no CBD numbered notes which apply to this procurement. (xvi) Failure to provide any of the above required items may result in the rejection of your proposal.
